Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Introduction The purpose of this paper is to outline the progress made toward achieving programme objectives as stated in the COSCAP- SEA Programme Document and as directed by the Steering Committee Members at meetings. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Background  The COSCAP-SEA Steering Committee formally assigned priorities against the objectives and activities contained in the Phase III document at the 13 th Steering Committee Meeting and determined that these be reviewed at each SC Meeting. The following criteria were utilized for assigning priorities:  i.High - Work to achieve the objectives will be continuous.  ii.Medium - Work to achieve the objectives will be carried out as time permits.  iii.Low - Little or no work will be carried out to achieve the objectives. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 1 Priority High  The establishment of a dedicated forum/institution to facilitate dialogue and exchange of information and experience on aviation safety matters among COSCAP-SEA members and promote solutions to common problems as well as provide a vehicle for the harmonization of policies, regulations and procedures related to aviation safety oversight.  The Steering Committee constitutes this forum and will continue to identify the issues related to safety oversight which can effectively be addressed on a regional basis and establish an agenda for dealing with those issues. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 1 Priority Low  Establish an action plan for the regional harmonization of regulations, policies and procedures related to the surveillance, certification and supervision of operators, manufacturers, and maintenance facilities.  As discussed at the 16 th SCM, this is a major initiative that the COSCAP-SEA is not resourced for. COSCAP-SEA will continue to assist in the development of model regulations and guidance material for new initiatives on an as needed basis. March th COSCAP-SEA SCM 6

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 1  Enable South East Asia Regional Aviation Safety Team (SEARAST) to continue to address aviation safety issues and develop safety enhancement (interventions) in areas of focus approved by the Steering Committee.  An update of SEARAST activity is contained in IP1 March th COSCAP-SEA SCM 7

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 2 Priority Medium  Ensuring a coordinated, cost-effective approach for obtaining technical assistance in the field of aviation safety oversight, by minimizing duplication of efforts and allowing the sharing of available resources to the maximum extent.  Activities;  Using all available information, including USOAP audit reports, update data concerning specific safety deficiencies within Member Administrations.  Evaluate existing and proposed safety-related technical assistance programmes within the South East Asia area to identify objectives, activities and resources March th COSCAP-SEA SCM 8

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 2 Priority Medium  Merge the information acquired in the course of the preceding activities and construct a plan which takes into account all available and pending resources both within and outside of COSCAP-SEA  Establish a resource library which contains in a central location a wide variety of electronic and hard copy material (e.g., training programmes, regulatory guidance manuals, and aviation laws and regulations) which are freely available from governments and from industry. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 3Priority High  Enhancing the knowledge and skills of the aviation safety professional personnel of COSCAP-SEA Members, through a variety of formal training courses and on – the – job training.  Conduct/coordinate seminars and/or workshops on safety matters for participants from Member Administrations. Phase III of the programme, activity since 2011, has included: 102On site missions 79Training sessions 2246 Training participants  Activity since the last SCM is contained in Attachment 1 March th COSCAP-SEA SCM 11

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 4Priority Low  Using Programme personnel and personnel seconded from other COSCAP-SEA Members, undertake missions to COSCAP-SEA Members to maintain liaison and augment the resources of those member administrations, even those who in normal circumstances fulfill their safety oversight responsibilities by themselves but which may need, on an ad hoc basis, special expertise or outside assistance in periods of high demand.  Undertake an annual flight operations/airworthiness mission to each Member Administration for the purpose of establishing and maintaining liaison with counterparts and accompanying them during base inspections. March th COSCAP-SEA SCM 12

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 4(cont’d)Priority Low  Other activities to be determined by the Steering Committee.  These activities in Immediate Objective 4 call for COSCAP personnel to augment the resources of Member States by carrying out inspection activities are considered Low Priority due to limited availability of resources. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 5  Assisting within available resources COSCAP-SEA Member Administrations in preparing for ICAO USOAP audits and in rectifying deficiencies identified by these audits on aspects covered by Annexes 1, 6, 8, 10, 11, 13 and 14 as well as in conducting air operator inspections and follow up actions requested by Members which currently lack the capability to do so independently, provided they pay for their expenses.  Priority High activities  Determine those Member Administrations which require immediate assistance to carry out basic flight safety oversight functions. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 5 (cont’d)  Adapt available manuals related to certification, inspection, and surveillance for use by COSCAP-SEA Member States and Administrations.  Advisory and training assistance to States / Administrations in the area of aerodrome safety, ATS safety, safety management systems, search and rescue, accident investigation, personnel licensing and training, legal and organization, etc. within available resources.  Provision of assistance in preparation for USOAP audits and in preparation of related Corrective Action Plans at the request of Members. Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 5 (cont’d)  Provision of assistance in the rectification of deficiencies at the request of Members and within the Programme’s budgetary limitations.  Determine inputs, duration and cost of assistance requested by states for conducting safety oversight surveillance on their behalf, by the COSCAP personnel. (State funded activity)  The quantity of these activities completed by the programme is contained in Appendix 1 March th COSCAP-SEA SCM 16

Cooperative Development of Operational Safety and Continuing Airworthiness Programme COSCAP South East Asia Immediate Objective 5 (cont’d)  These activities would be funded by the requesting State  Liaise as required with Member Administrations to determine whether they are able to provide Inspector resources in support of Phase III Inspection schedules.  Assign inspectors to carry out safety oversight surveillance for which funding has been provided by the Administrations requesting their services.  Report the findings of inspections carried out to the relevant Member Administration and assist with follow up actions.
