5 Why the MCA-IIIs? In mathematics, state legislation changed in 2006 to require every student to complete Algebra I in 8 th grade and Algebra II by the end of high school Whenever there is a significant content adjustment in what is required of students, a new test must be designed (not just adjusted) per the Standards for Educational and Psychological Testing (3.26) The requirement of Algebra I in grade 8 has affected almost every other grade below it as the content shifts downward 2009 legislation requiring the transition to computer- delivered assessments Minnesota Assessment Conference

8 CCRPI Work Group The design of Minnesota’s high school anchor assessment system for ensuring that students are college and career ready upon graduation from high school. The levels of accountability that will be incorporated into this assessment system for the state, district, school, and student. The statewide mechanism for accountability at these various levels. The accountability system must be consistent and coherent enough to ensure that all students are moving toward college and career readiness, but also flexible enough to recognize the varied needs of different students. A plan for Minnesota postsecondary institutions to evaluate these assessments for possible use in admissions, placement, and scholarship opportunities as the system is implemented. Race to the Top Assessment Competition

10 RttT Assessment Consortia Minnesota Assessment Conference Comprehensive Assessment System grant. To fully meet the dual needs for accountability and instructional improvement, States need assessment systems that are based on standards designed to prepare students for college and the workplace, that more validly measure student knowledge and skills, that better reflect good instructional practices, and that support a culture of continuous improvement in education.
