Mission : Under the umbrella of the Ministry of Economy and Finance, The Mission of CERCAP is the improvement of the public sector skills in policy analysis and Formulation, and the capacity building of the private sector and the civil society organizations.

GOAL AND OBJECTIVES : The goal of the Centre (phase II) is to enhance the capacity of the Government of Mali as well as the private sector, the civil society platforms for an effective implementation of the Mali Accelerated Growth Strategy (SCA), the Poverty Reduction Strategy and all of the other development strategies being implemented in the country.

GOAL AND OBJECTIVES (cont.) : The specific objectives of the Centre are as follows : – Strengthen the institutional and human capacity of the CERCAP implementation Unit to provide timely and quality research and policy support to improve decision making ; – Strengthen human capacity of the public administration to effectively coordinate and monitor result from the implementation of the PRSP II and AGS – Enhance policy dialogue between the State and the Non-State stakeholders.

STRATEGIES : Enhance CERCAP’s institutional and human resource platform as a policy analysis and advocacy Centre ; Enrich the scope of its work on policy analysis, training and hone their relevance to the country’ development priorities in order to track and assess their development results ; Provide a platform for tripartite policy dialogue between the public sector, the private sector and the civil society organizations ; Adopt a financial sustainability approach in the implementation and management of the project

COMPONENTS : The Project main components are as follows : Institutional support ; Research/studies ; Training ; Interface and Advocacy ; Documentation and Dissemination

Research themes: Design of tools for Macroeconomic prevision; Competitiveness of Agricultural and Manufactural sectors ; Private sector development strategies ; Private investments impact analysis ; Support to EPA effectiveness ; Informal sector modernization strategies ; Impact of Climate change ; Budgetary support and public expenditures mechanisms Women participation in public affairs management Gender Budgeting ; Assesment of women entrepreneurship capacities.

Project Main Outcomes ( from 2005 to 2010) : é  Design of a harmonized Methodology for the preparation of the Public Medium Term Expenditures Frameworks ;  Creation of a National expertise for Agricultural policy analysis and formulation ;  Design and dissemination of 12 Trainers’ Manual about 12 different subjects in Agricultural policies analysis and formulation  Design and dissemination of 12 User’s Guides about Agricultural policies analysis and Agricultural Value chains analysis

Project Main Outcomes (Cont.)  Creation of the new Faculty of Agricultural Economics at the University for the “Master Degree” level training ;  Design of a Macroeconomic Analysis Model for EPA impact analysis ;  Contribution to the formulation of the major Agricultural production Programme for the improvement of rice production ;  Preparation of the Concept Paper of the Forum of African Food Industries ;

Project Main Outcomes (Cont.)  Support to the effectiveness of the Mali Civil Society umbrella Organization through the elaboration of its Strategic Medium Term Plan, and the Manual for Financial and Administrative Management, among others.
