Regulatory Framework for Ride-Selling Apps Canada: Edmonton became the first city to legalize Private Transport Providers and has passed bylaw. From March 1, 2016 PTP must have provincially approved insurance, annual vehicle inspection, criminal record check and charge a minimum of $3.25 per ride, but there is no price cap. Only taxis are permitted to pick up street hails or use taxi stands. UITP 20 Brazil: In Sao Paulo, the city council has proposed to regulate ride-selling apps by pricing vehicle use. The authority will allow to bid for credits (vehicle-kilometers, which can be used by passenger cars in a two month period Rio de Janeiro banned Uber services in September 2015, but the courts overturned the ban in December 2015 USA: In New York, TLC created Licensing & Rules for Providers of E-Hail Applications to regulate the service In San Francisco, the authorities passed a bill regulating insurance coverage Mexico: In Mexico city, the city council issue regulation for taxi companies, which includes a 1.5% ride levy, an annual permit fee and the establishment of a minimum value for each vehicle In Tijuana, the city council is planning to issue new guidelines

Regulatory Framework for Ride-Selling Apps UITP 21 Germany: Local laws require taxi drivers to hold commercial licenses in order to pick-up passengers and adhere to a set fare structure. There is no separate regulation, so on-demand transport services need to comply with existing taxi laws France: The authority earlier imposed the rule forcing Car services to wait for 15 minutes between reservation and pick-up. French Government has also launched its own App “Le Taxi” for cab drivers Spain: On-demand transport services companies can only work with drivers who carry a valid professional VTC license, as required by all professional drivers. There is no separate regulation and matter is pending in the European Court of Justice Belgium: On-demand transport service is banned in the country for using private cars. Only license taxis service is allowed, for example Uber drivers may be fined $13,500 for any pick-up London: Transport for London (TfL) floated the draft rule in December 2015 and has agreed to include measures for private-hire vehicles - English language requirement, Guaranteed fare estimates, Panic response, Driver & vehicle details, and ‘Hire and reward’ insurance requirements

Regulatory Framework for Ride-Selling Apps UITP 22 Philippines: Department of Transportation and Communications (DOTC) enacted law to recognize Transportation Network Companies (TNC) to offer pre-book services Malaysia: The Land Public Transports Commission (SPAD) is in progress to regulate the intermediary services. The government is planning to setup the Centralised Taxi Service System (CTSS) to monitor taxi supply distribution and performance China: In October, Ministry of Transport has proposed new guidelines for the Online Ride-booking services which requires licenses from local authorities, use China- based servers, car with commercial license, have labour contracts with drivers and qualification tests for drivers. The national guidelines will also restrict the use of private cars In Shanghai, the operator can registered as private-hire services and require to take accidental insurance coverage for as much as ¥6 million per vehicle South Korea: In Seoul, the government banned Uber and other App based companies. Seoul Metropolitan Government was planning to launch its own taxi app for registered cabs. It has currently allow KakaoTaxi to provide taxi booking service

Regulatory Framework for Ride-Selling Apps UITP 23 India: Government of India has issued guidelines to state to regulate On-demand Information Technology based Transportation Aggregator operating within the jurisdiction of India Chandigarh has become the first city to adopt GOI guidelines and recognize ride-selling Apps as a digital intermediary / marketplace In Delhi, the government has introduced “City Taxi Scheme 2015” and recognize taxi aggregator business model but regulate them at par with other taxis In Mumbai, the government has released the draft “City Taxi Scheme 2015” and is following Delhi model Singapore: Ministry of Transport has passed Third ‑ Party Taxi Booking Service Providers Act 2015 and came into force on 1 st September Land Transport Authority of Singapore regulate taxi booking service provided by third-party companies It exempt companies with less than 20 participating taxis and providing non- taxis only (such as private limousine services).
