What is Scouting’s Journey to Excellence? Journey to Excellence is the new Performance assessment Communication model Recognition program for Councils, Districts and Units.

Journey to Excellence emphasizes key indicator measurements of Program Leadership Participation Nearly all Journey to Excellence Requirements will fit into these three categories JTE uses a balance score card approach A strategic planning and management system that aligns unit activities to the vision and strategy of the BSA. It will help improve internal and external communications, and monitor organization performance against strategic goals.

Scorecards for Each Unit Journey to Excellence (JTE) has separate scorecards for each unit Pack Troop Team Crew All scorecards will be similar in emphasis (Program, Leadership, Participation), but specific to the boys, leaders, unit needs and outlined unit program. What does a successful unit look like to you? Successful units utilize all the methods shown in the activities above and many more. No single method makes a unit successful. Success requires a balanced approach. To Envision Success we Need to See Success

Journey to Excellence Helps us all Achieve the Vision of Success JTE is a framework for evaluating unit performance JTE provides guidelines and standards of what good performance looks like Provides Guidance in areas where you might do better JTE encourages committees to continual measure, review and report the performance of their units. JTE can alert units of potential problem areas early in the year JTE recognizes good, great and outstanding performance

Tracking and Calculating a Unit’s JTE Scorecard Boy Scout Troop

Gold, Silver, Bronze Point Totals To earn JTE recognition levels, Units need to: Accomplish and participate in the required number of key indicators Reach the established point total level signifying Gold, Silver, or Bronze performance The Top Unit Leader, Committee Chair and Unit Commissioner all need to certify, on their honor, that their unit met the required JTE standards. Paperwork is to be turned in with the charter renewal and units will be recognized at Roundtable.

Measuring Performance on the Scorecard

JTE Example – Troop Scorecard Advancement Advancement – Increase the percentage of Boy Scouts earning rank advancements. Bronze – Have 55% of Boy Scouts advance one rank OR have a 2 % points increase. – 100 points Silver – Have 60% of Boy Scouts advance OR 55% advance, and have a 2 percentage points increase points Gold – Have 65% of Boy Scouts advance, or 60% and have a 2 percentage points increase. – 300 points Which JTE emphasis does this example relate to? -Program - Participation - Leadership A closer look at JTE requirements

JTE Example – Pack Scorecard Outdoor Activities Outdoor activities- The pack has activities in the outdoors. Bronze – Have three outdoor activities during the year pts Silver – Have four outdoor activities during the year pts Gold – Have five outdoor activities during the year pts Which JTE emphasis does this example relate to? -Program - Participation - Leadership A closer look at JTE requirements

Trained Leadership - Have a trained and engaged leadership committee Bronze – Have an Advisor, an associate Advisor, and a committee with at least three members. The entire committee has completed This is Scouting, Fast Start, and Youth Protection Training, or if new, complete within three months of joining pts Silver – Bronze level, plus all must have completed Leader-Specific Training. If new, complete within 6 months pts Gold – Silver level, plus hold youth officer elections and installation before November pts Which JTE emphasis does this example relate to? -Program - Participation - Leadership JTE Example – Crew Scorecard Trained Leadership A closer look at JTE requirements

Determining Your Overall Rating You receive a pre-determined number of points in each of the categories depending on the performance rating you meet: -Gold(might be 300 pts) -Silver (might be 150 pts) -Bronze(might be 75 pts) -No rating (no points) Add up the points from each column (Gold, Silver, Bronze or no rating). Add all together for a complete JTE Rating (Gold, Silver, Bronze or no rating). You give this rating, with the appropriate paperwork to your District at charter renewal. Recognize that no one key indicator is mandatory, however JTE does require a performing unit to accomplish a certain number of key indicators (e.g. For a Pack to get the Bronze JTE rating it must complete 10 of 13 key indicators and earn 700 pts)

By doing this they meet the requirement for number of key indicators achieved. They scored a total of 1125 pts, thus qualifying them for the JTE Silver Award.

Recognition Gold Silver Bronze

JTE Measures Progress and Identifies Ways to Improve JTE measures leading indicators of performance. – There are 13 leading indicators for Packs, Troops and Teams. There are 11 leading indicators for Crews. – As committees review JTE each month they can quickly measure where their unit is in regards to the national standard of what a successful scouting program looks like and how they perform. – By using JTE to measure unit progress, unit committees and unit leaders can identify problem areas and create plans to overcome the issue before the charter turn-in. The more important the requirement, the higher point value it has. – By design this will help leaders and committee members identify some of the key elements of Scouting they need to have in their program to be successful. JTE provides units a standard to measure performance and a platform to report it.
