2 What is Journey to Excellence? Journey to Excellence is the new performance assessment, communication and recognition program for Councils, Districts and Units.

4 Assessment Your Council’s Journey to Excellence Balanced Scorecard gives An honest and objective evaluation of your council’s strong points and areas needing improvement Evaluation in overall performance and in 17 specific criteria including areas of: – Finance – Program – Membership – Governance Criteria are coordinated with BSA National Strategic Plan

5 Recognition Councils with a satisfactory performance receive the “Bronze” level of recognition On a voluntary basis, councils which do better than satisfactory receive higher recognition – Excellent Performance – “Silver” level – Outstanding Performance – “Gold” level Levels of recognition are determined and published each year

6 Incentive for Continuous Improvement Better Performance means better Scouting for youth! Better Performance can earn a higher level of Recognition Friendly competition among Councils Key Criteria are tracked and improvement can be quickly identified

7 Benchmarking Bronze, Silver and Gold levels are tracked in overall performance and in each of the 17 criteria Performance of all Councils is published You can identify Councils which are doing well in areas you need to improve and contact them through BSA leadership or directly to receive ideas, tips and techniques for improvement.

8 Early Warning of Potential Problems Balanced Scorecard has several criteria shown to be leading indicators of Council performance You can be alerted if these criteria become negative and take early action to head off more severe problems

10 Non-Intrusive Journey to Excellence criteria are based on information your council is already submitting or is being recorded Receiving Journey to Excellence Balanced Scorecard requires no extra work on the part of the Council Balanced Scorecard is provided with your Council’s annual rechartering

11 Support for your Districts and Units Journey to Excellence evaluation is available for Districts and Units (Packs, Troops, Teams, Crews, Ships) Criteria are based on factors shown to produce successful, healthy, growing Scouting Recognition can be awarded based on performance measured versus these criteria: – Bronze – Satisfactory – Silver – Excellent – Gold – Outstanding Evaluation is made at time of district or unit recharter

12 Support by Area, Region and National Council Area Directors and Area Volunteer Leadership plus Regional and National Leadership have access to Journey to Excellence Balanced Scorecards Need for and benefit of help and support can be identified very early and provided in a timely manner Specific areas of strength and weakness are identified so assistance can be very focused Achievement in line with the National Strategic Plan is tracked

15 How are Balanced Scorecard Criteria Determined? 3 levels Bronze Silver Gold 20 th percentile of Councils OR show a measurable improvement 50 th percentile of Councils OR show a measurable improvement and be over a minimum standard 90 th percentile of Councils OR show a measurable improvement and be over a good standard A key to Journey to Excellence is Continuous Improvement The Balanced Scorecard for Councils is determined based on a calendar year

16 Here’s an Example Fundraising - Increase council-generated net contributions in the Operating Fund over prior year. Bronze – Raise funds equal to or greater than last year - 50 points Silver - Show a 2% growth in funds raised over last year – 100 points Gold – Show a 10% growth in funds raised over last year – 200 points

17 Here’s another Example Boy Scout Advancement - Increase the percentage of Boy Scouts earning rank advancements Bronze – 45% OR 2 percentage point increase – 25 points Silver – 55% OR (45% and 2 percentage point increase) – 50 points Gold – 65% OR (55% and 2 percentage point increase) - 100 points

18 How is your overall rating determined? You receive points in each of the 17 Categories Gold, Silver, Bronze or no rating (no points) Your total points are added to give your total score Criteria are weighted with criteria which correlate most with success receiving the most points No one criterion is mandatory Your total score determines your overall rating For 2011 Gold is 1200, Silver is 950, Bronze is 700

19 Criteria Standards Change Each Year Each year, the criterion requirements will be tightened to reflect the improved performance by councils New standards for 2012 will likely be announced in early 2012 – Council performance for 2011 will determine the 2012 standards, so 2011 data will need to be collected and analyzed A Silver performance for 2011 might only rate Bronze in 2012 The criteria will likely be the same; it will never hurt to do better and improve.

29 Journey to Excellence for Units Bronze, Silver and Gold levels Requirements include several Program elements, Membership, Leadership, Budget Unit is rated at the time of its rechartering Gold – 1600 points plus earn Bronze and Silver Silver – 1000 points plus earn Bronze Bronze – 600 point plus – Packs – complete 10 of 13 Pack Bronze Requirements – Troops–complete 11 of 13 Troop Bronze Requirements – Crews – complete 9 of 11 Crew Bronze Requirements

30 Journey to Excellence Exceptions Policy Because no requirements are mandatory, you can select which requirements you choose not to meet. Exceptions are not needed. Exceptions will be very, very rare. They will require unique circumstances beyond the control of the group Approval required – For councils, personal approval by Regional Key 3 – For districts, personal approval by Area Key 3 – For units, personal approval by Council Key 3
