NHS West Kent Clinical Commissioning Group CCG Performance Reporting arrangements Patient Participation Group Chairs 31 st March 2015

NHS West Kent Clinical Commissioning Group Purpose of the review To enable the Governing Body/Members/Public to track progress towards: –key aims and objectives –towards NHS Constitution standards –National Outcomes Framework –Achievement of ‘Value’ from deployment of resources

NHS West Kent Clinical Commissioning Group Issues for consideration How can we better align the requirements of national reporting with more local needs How do we ensure a focus on progress towards strategic intentions as well as in-year deliverables? CCG wide vs Locality/practice level reporting Can we revise reporting arrangements in a way that supports public engagement? How do we incorporate shared objectives/outcomes with social care services (e.g. the Better Care Fund?) Can we/should we differentiate between the CCG as commissioner and the wider health system?

NHS West Kent Clinical Commissioning Group Reflections on the current report to the Governing Body Generally seems to be geared more towards national agenda Presentation – could be more graphical Should be more accessible to the public Greater emphasis on interpretation of performance dashboards Needs greater focus on actions and accountabilities How to handle areas outside of CCG remit? –Primary Care –Public Health –Specialised Commissioning –Social Care Scope for inclusion of more clinical outcome data

NHS West Kent Clinical Commissioning Group NHS England Consultation draft assurance framework Strengthen focus on CCGs performance in delivering improvements for patients Assessing capacity and capability of CCGs to deliver core responsibilities and to take on additional responsibilities A new Scorecard for CCGs Framework developed with wide range of stakeholders including patient representatives, and HealthWatch England Envisaged will be accessed through ‘My NHS-NHS Choices’ Will encourage comparisons of performance and drive improvement Will provide transparency to the public Consultation closes on 17 th April 2015

NHS West Kent Clinical Commissioning Group Summary Key questions for PPG –What issues would you wish to see incorporated in CCG reporting? –How would you envisage gaining access? –How would this be used to support CCG/local PPG discussions? –Might there be input from PPG into the NHSE consultation on CCG assurance arrangements? –Can PPG members support the CCG in development of new arrangements? How do we ensure that CCG reporting is adding value? And not a bureaucratic nightmare!
