Water Scarcity & Drought Expert Network Athens 19 January Dicembre 2004 Issues in the implementation of WFD When and where needed, a specific “drought management (sub)plan” should be included in the WFD RBMP (art. 13.5). Public participation (art. 14) should also be organised around water scarcity management issues, as required by the WFD. When developing the WFD POM and associated RBMPs (art. 11 and 13), quantitative and qualitative aspects should be jointly considered for the plans and programmes to be coherent and to create synergies where possible. The integration of specific quantitative management measures inside the POM could add supplementary constraints (technical and financial) for concerned countries to take into account. When setting the environmental objectives in the RBMPs, these additional constraints should be taken into account when justifying the potential exemptions. Drought plans must establish objective thresholds in order to implement the specific measures that are related to an indicator system and also included in the RBMPs

MODULE 2: Links between WS&D and WFD LeaderExpert Network (on the basis of the existing group WS&D with new MS and stakeholders) - leaded by FR, ES, IT ObjectiveAnalyse specific aspects of the implementation of WFD linked to WS&D in order to have a common understanding: agriculture exemptions (prolonged droughts) drought management plan (as supplementary plan - art. 13) groundwaters climate change Tasks Outcomes technical report on drought management plan technical inputs on exemptions and agriculture (to be sent to the thematic CIS WGs) workshop on best practices and lessons learnt interface with other CIS WGs (exemptions, agriculture, climate change, groundwater) through the FR, ES, IT representatives and through written documents develop common understanding of provisions of art. 13 (RBMP - supplementary plan) in WS&D situations

Water Scarcity & Drought Expert Network Athens 19 January Dicembre 2004 MODULE 2: activities The following specific aspects of the implementation of the WFD linked to WS&D will be scrutinized within the CIS WGs and need a common understanding: Climate change GWs evaluation of climate change effects on drought events. Interface with WS&D activities will be identified as soon as the activity is set up providing information (legislative and financial) on existing measures at EU and national levels linked with preventing and mitigating WS&D in case of groundwater resources over- exploitation Agriculture - analysis of measures that could be utilised to address WS&D - what is already done by MS (table by country & by measure) Exemptions (art. 4.6) DMP (art. 11, 13) - Common understanding of ‘prolonged droughts’ (definitions of indicators and thresholds according to climatic context) - Measures under exceptional circumstances - Analysis of existing practices and development plans - Allowing compatibility with article 13
