2 I. Overview of planned OPs
Total number of OPs supported by the ESF: 187 ( : 117) 95 mono-fund OPs, including 2 dedicated YEI OPs (FR and IT) 92 multi-fund OPs All OPs submitted (including 34 OPs with YEI)

12 V. Next step: OP Implementation
Focus on challenges identified by relevant country-specific recommendations (CSRs) : to be continued during implementation: no delays, importance of selection criteria, role of monitoring committee Monitoring of implementation of ex ante conditionality action plans Article 23 CPR – 1st strand : option for Commission - when reprogramming could have a higher impact than the existing allocation of Funds in the implementation of relevant CSRs

13 VI. Monitoring Committee (MC)
Composition: representatives of relevant MS authorities and intermediate bodies and of representatives of the partners of Art. 5 CPR (see also Art. 10 ECCP) List of members to be published Commission shall participate in the work of the MC in an advisory capacity Need to meet at least once a year MC may make observations to the MA on implementation and evaluation of the OP and monitor actions taken as a result of its observations

14 VI. Monitoring Committee (MC)
Rules of procedure (Art. 11 ECCP): elements to be taken into account: the members’ voting rights notice given of meetings and transmission of documents : not less than 10 working days Arrangements for publication and accessibility of preparatory documents Procedure for adoption, publication and accessibility of the minutes Arrangements for the establishment and activities of working groups Provisions on conflict of interest Conditions, principles and arrangement for reimbursement rules, capacity building opportunities and use of technical assistance

15 VII. Monitoring Committee - Tasks (1)
Monitor the implementation of the programme (Art. 110(1) CPR): review progress made towards achieving the objectives: indicator data and financial data, performance framework examine the issues that affect the performance of the OP examine implementation of the evaluation plan, communication strategy, and JAPs; examine actions to promote gender equality and non-discrimination examine implementation of ex ante conditionality action plans financial instruments

16 VII. Monitoring Committee - Tasks (2)
Examine and approve (Art. 110(2) CPR): Methodology and criteria used for the selection of operations Annual and final implementation reports Evaluation plan for the OP and any amendment of this plan Communication strategy and any amendment of the strategy Any proposal by the managing authority for any amendment to the OP.
