1 Water Scarcity Drafting Group (DG) Strategic Coordination Group meeting Brussels, May 19th Progress Report 1 Dicembre 2004

2 Activity sheet on Water Scarcity under Group B
This group is working in the spirit of art 1 of WFD in order to: “promote a sustainable water use based on a long term protection of available water resources contribute to mitigating the effects of floods and droughts contribute to provision of the sufficient supply of good quality surface water and groundwater as needed for sustainable balanced and equitable water use” 1 Dicembre 2004

3 DG organization Leaders: France and Italy
Co drafters: Spain; Cyprus; Research sphere (DG Research, JRC, ARID Cluster, EUREAU); Mediterranean non EU countries (Egypt, Tunisia); WWF 1 Dicembre 2004

4 Task Producing a document by first semester of 2006
Identifying gaps and concerns Defining the different phenomena Showing the link with WFD implementation Dealing with the two topics identified: Droughts events management Water scarcity resulting from supply-demand imbalances Each of the two topics will be tackled in a practical way 1 Dicembre 2004

5 Past activities 2 workshops (Palermo and Brindisi) in 2004
2 main topics identified: Droughts events management Water scarcity resulting from supply-demand imbalances 1 meeting (Roma) in February 2005 Organization of the chapters drafting Distribution of the work between the drafters Worksop organization 1 Dicembre 2004

6 Organization of the draft
CHAP I: Definition and Assessment of the different phenomena Crisis & Long Term Events Definition & Assessment of Drought Definition & Assessment of Supply/Demand Imbalances Common Principles 1 Dicembre 2004

7 CHAP I: Definition and Assessment of the different phenomena
1 Dicembre 2004

8 Organization of the draft
CHAP II: Drought Planning and Management Focus on Crisis Events Drought Characterization: Historical Analysis Drought Awareness: Permanent Monitoring Drought Mitigation Planning: Strategic Planning Preparedness, Prevention & Proactive Drought Management: Necessary Drought Framework 1 Dicembre 2004

9 Organization of the draft
CHAP III: Long Term Imbalances in Supply and Demand Focus on Long Term Events Type of Management for Fulfilling Demands using Available Water Efficiency of Proposed Measures at Catchment scale 1 Dicembre 2004

11 May 12-13: Cyprus conference
“Coping with Drought and Water Deficiencies: From Research to Policy Making”, Organisers: Arid cluster, Water scarcity group and Cyprus ministry Topics : - Policy and Governance, - Management and decision-making tools, - Ecoadaptation, - Economic issues, - Implemented measures - Experience-based future recommendations. 1 Dicembre 2004

12 Cyprus conference main outputs:
1 ) The conference has provided us a wide range of illustrations that: can be used as examples in our draft offer us a vision of the diversity of European experiences and different approaches to deal with water scarcity From the management level (policy & governance; decision making tools) to the technical approach (examples of aquifer modelling) 2 ) The conference has given us the opportunity to get good advices and suggestions from EU and non EU partners. 3) 2° meeting of the Water Scarcity Drafting Group 1 Dicembre 2004

13 Conference imputs in the drafting activity
Clearness of the draft vis a vis WFD Importance of actors involvement in a project for the timelessness of the project Importance of taking into account the differences of impacts of a water shortage between different sectors activities (agriculture, tourism, industry) Importance to evaluate this consequences for each sector in terms of economic issues (income losses), social issues (employment) in relation to environmental impacts Importance to consider the impact of the different sector activities on water availability over each season Possibility of considering countries by groups because of their common characteristics 1 Dicembre 2004

14 NEX STEPS June: First deadline for drafting Chapters and Examples
September: DG Meeting in order to discuss the first complete draft December: Final draft to be sent to the Water Directors for validation February 2006: Spanish Conference on Quantitative and Qualitative Aspects (to be confirmed) 1 Dicembre 2004
