1 Natural water Retention Measures
DG Environment Evdokia Achilleos CIS Working Group Floods October 17, Brussels 2013

2 Working Group Deliverable PoM Guidance or other tool on NWRM Sharing Best Practices on Programmes of Measures Information exchange on funding measures outside CAP Agriculture Tools for delivery of NWRM and other WFD measures, in particular within the upcoming Rural Development Programmes ECOSTAT Intercalibration of ecological potential (including definition of measures) Ecological Flows Guidance on ecological parameters/ecological flows and hydrological parameters for assessing quantitative aspects (the volume and level or rate of flow) and link to GES (including implementation aspects) FLOODS - Resource document on the links between the WFD and FD to support the achievement of synergies and promote coordination and integration as appropriate. - Links with, and input to, other flood-related activities (including Developments in natural water retention measures (NWRM) ) Economics Review WATECO Guidance to clarify aspects linked to cost-recovery and cost/benefits analysis by 2014

3 Pilot Project: ''Atmospheric Precipitation - Protection and efficient use of Fresh Water: Integration of Natural Water Retention Measures in river basin management '' OBJECTIVES to build the knowledge base on NWRM to provide a detailed assessment of effectiveness, costs and benefits of NWRM to further develop and maintain a catalogue of measures and case studies and associated database integrated with WISE

4 Pilot Project: ''Atmospheric Precipitation - Protection and efficient use of Fresh Water: Integration of Natural Water Retention Measures in river basin management '' OBJECTIVES 4. to promote knowledge and best practice exchange: 5. To contribute to the WFD CIS and to identify or create operational tools that can be used at national, river basin, and/or local level to facilitate inclusion of NWRM in the 2nd or 3rd RBMPs and FRMPs.

5 NWRM Project Deliverables (1/5)
1. Detailed Database: electronic form including Catalogue of Measures and Case Studies formulated in a content management system, integrated with WISE and linked electronically to the practical guide. Typology of measures, assessment of impacts, costs and benefits, and implementation potential. Information includes biophysical impacts, benefits, costs and implementation issues with geographical references. Multilingual taxonomy for all elements of the metadata, covering all EU official languages for this database

6 NWRM Project Deliverables (2/5)
2. Practical Guide: electronic, linked electronically to the Database (WISE). Translated to all EU languages and address RB Managers. Methodology for measure selection and design on a catchment scale Factsheets on Individual Measures Methods that have/can been used assessing Costs, Benefits, and Cost Effectiveness of measure Related spatial planning information and tools

7 NWRM Project Deliverables (3/5)
2. Practical Guide (cnt): How to raise public awareness and use incentives to engage stakeholder agreements / support partnerships How to explore Funding potential and how to encourage private investments How to address related governance issues How to maintain network for sharing knowledge and experiences

8 NWRM Project Deliverables (4/5)
3. Set up networks of best practice exchange, organise meetings with practitioners and stakeholders: At least 4 sub-networks according to geographical location. Practitioners, people responsible for designing and implementing measures in response to EU Policy, as stakeholders, and technical experts. Purpose: capacity building, knowledge and experience sharing and contribution to the knowledge base and database and guide development. Continuity: expected that the structure and guidance and establishment of working practices can facilitate continuation of the networks after completion of this pilot project

9 NWRM Project Deliverables (5/5)
4. Publication material in all EU languages presentations electronic, and leaflets providing illustrative descriptions on the measures and information on the decision making process 5. Participation in the CIS / DG ENV group meetings: participate in relevant CIS working group meetings to present the output of the project and consult on the outcomes. Participation in relevant DG ENV workshops or other WFD /FD related meetings e.g River Basin Network meetings

10 Timing

11 Way Forward – Involvement of WG FLOODS
Recommendations for potential case studies and practitioners for the project networks projects (that could be included in FRMPs/RBMPs) that take a multifunctional approach – examples of Natural Flood Risk Management Connect with WG PoM reps / participate in respective meetings Act as a consultation forum for the Pilot Project. Provide input for: Which aspects of the project are important for flood related issues (including specific requests for database structure and fields, and practical guide topics) How could this project contribute to facilitate and increase uptake of these measures for flood protection

12 Thank you for your attention
