1 Activity on WFD and agriculture
 Leaders of the activity: UK, F, EC  Background Assessment of the gaps between WFD requirements and CAP deliveries, the rural development opportunities, the cross-compliance standards and the question of water pricing But, the level of analysis was limited as draft RBMP and PoM were not available yet (few case studies, theoretical work).

2 Enhance inter-linkages between the CAP and the water policy
 Objectives for The activity is targeted to the MS, the Commission and interested groups, including farmers, water service operators and environmental organisations. It aims to foster the integration of WFD and CAP policies across the EU. The objectives are to: Support exchange of information on the future PoM, regarding quantitative and qualitative agricultural pressures on waters Support exchange of information and views about prospective issues (e.g. energy policy, climate change impacts) Enhance inter-linkages between the CAP and the water policy

3  Expected outputs  Setting up of a catalogue of potential measures for the farming sector  The organisation of 3 workshops (respectively in 2007, 2008 and 2009) will lead to summary reports based on the information exchanged on PoM, Rural Development Programmes and prospective issues  Additional outputs are expected in order to specify rules for the RDR article 38, to assess the need of further evolution in cross-compliance standards and to deal with the question of the CAP “health check”

5 Links with the activity on water scarcity and droughts
 Module 2 Links between the activity and the implementation of the WFD Agriculture  Analysis of the measures that could be used to address water scarcity and droughts  What is already done by MS (table by country & by measure)  NB: The outcomes of the work will also help to contribute to the activities of the WG-C on Groundwater.

6 A list of questions and issues that may be considered
is as follows  What types of measures and instruments are expected to be included in the programmes of measures, in order to address quantitative issues (see the non-exclusive list in part B of annex VI of the WFD)?  What direct effects and possible secondary effects each type of measures is expected to deliver?  What are the associated costs and benefits, taking into account the outcomes of successful experiences carried out in the past? To which extent do the rural development programmes help implement some of these measures (part of the budget dedicated to quantitative issues, definition of priority territories, etc)? Are there any measures of the rural development programmes that may hamper a sustainable water management and/or let few possibilities for supporting efficient water demand measures?

7 Deadlines  Contributions by members of the group by 30 March 2007  Drafting of a first draft report V1 by 20 April 2007  Need to specify who from the group is/are willing to draft  If necessary, possible organisation of a meeting with the drafters in between (10-11 April 2007?)  Circulation of the draft report V1 to all the group and invitation to comment on it by 2 May 2007  Collection of the comments and second draft report V2 by 11 May 2007  Circulation of the draft report V2 to the group before sending it out to the working group on agriculture in the end of May 2007
