Brief Programme CZ11 Description Programme area 27: Public Health Initiatives Programme CZ11 Public Health Initiatives Allocation: EUR The global target of the Programme is „Improving population health and reducing inequalities in access to the health care“ Activity I.: Psychiatric care Activity II. : Health care for children 3 Pre-defined projects, 26 projects (open calls), 62 sub-projects (small grant scheme)

Fund for Bilateral Relations at National Level Proposal of focus area Psychiatric care reform - international expert conference 2.Prevention of mental illness – expert workshop 3.E-health – electronisation of health sector – expert workshop All activities will be organized in co-operation with the Norwegian Partner – NIPH (suggest organizations, experts, topics of meetings)

1. Psychiatric Care Reform Reason: Mental hospitals are materially and technically outdated. Mental health care is underfinanced, services network is unevenly distributed with unequal conditions for care providing, outpatient psychiatrists are overloaded, community care is weak and is not systemically supported Process: The document "Strategy for the reform of mental health care" – 10/2013 The document "National Plan of care for people with mental illness" - strategy implementation - transformation to the tactical plan, communication, coordination, ensuring and allocation of resources, strategies adaptation Strategy Implementation - implementation of individual projects ensuring the achievement of results - to 2020

Context with the Programme CZ11 (call design) The topic is directly related to the focus of Activity I. - Psychiatric Care Calls were focused on supporting projects that: o preceded the reform of mental health care o expert evaluators ensured that projects are in compliance with the focus of the reform and not in contrary

Fund for Bilateral Relations at National Level Proposal of focus area ) Activity I.: Psychiatric care Conference on Psychiatric care reform o international expert conference (ongoing reform in the Czech Republic and experiences from other countries) o Sharing experiences with community-type care for the seriously mentally ill (SMI) in so called Mental Health Center o Benefits for the patient, improving the quality of life (its measurement) o possible risks

Fund for Bilateral Relations at National Level Proposal of focus area 2016 Possible participants: Czech Republic: Czech Psychiatric Association, National Institute of Mental Health, public officers (Ministry of Health, Ministry of Labour and Social Affairs, Ministry of Education, Youth and Sports), regional representatives, representatives of care providers, care users (patient organizations), general public Norway: academics, government officials, service providers, NGOs

2. Prevention of Mental Illness An essential part of the mental health care system Objective: to intervene or to take precautionary measures to reduce risks and maximize protective factors in mental health care To Protect, promote and maintain emotional and social well-being and create individual, social and environmental conditions that enable optimal development of mental health. De-stigmatization is also a part of education and prevention Situation in CZ: lack of systematic support for the prevention in mental health care

Context with the Programme CZ11 Prevention (particularly secondary and tertiary) of psychiatric illness is a possible part of Activity I. Psychiatric Care. Certain forms of preventive activities are parts of the most of approved projects and sub-projects. Is not established as a separate sub-activity (except De- stigmatisation).

E-health – Electronisation of Health Sector E-health - the use of information and communication technologies (ICT) for health Provides: o Interaction between patients and health providers o Communication between health care professionals, medical facilities and patients Electonisation includes specialized information systems, electronization of health records and health care, telemedicine, personal, portable and mobile communication systems for monitoring and staff support

Context with the Programme CZ11 E-Health is not a part of the activities supported by Programme CZ11 Given the importance of the issue and present solutions from the most European countries it was decided to include this topic Electronisation in the Czech Republic is a part of the National eHealth Strategy on health promotion and disease prevention: o The Action Plan no. 11 Electronisation of Health

Fund for Bilateral Relations at National Level Proposal of focus area ) E-health – Electronisation of Health Sector Expert workshop on electronisation of health sector o Workshop on conclusions of the „Recommendations for the strategy of eHealth for the Czech Republic „ o Possible participants:  Czech Republic: representatives of Ministry of Health, Czech Medical Society, Platform for e-health and other stakeholders  Norway: WHO Experts from the collaborating Centre for Telemedicine and eHealth, the Norwegian Centre for Integrated Care and Telemedicine (NST) at Universitetssykehuset Nord-Norge (UNN, Tromsø).
