Aims of the Training To provide the essentials in safeguarding training to all adults working in College, whatever their role. To review the signs and indicators of abuse. To provide skills for staff to use when managing disclosure. To further explore awareness of the safeguarding protocols and procedures to be followed within the College Policy, Procedures and a wider area context 3

By the end of the Session Participants should be aware of and have a basic understanding of: Managing disclosure Vulnerable Adult and Child Protection Legislative framework for Safeguarding College Procedures when abuse is suspected Their own safeguarding role and that of the designated Safeguarding Officers Support available to staff 4

Learning Contract for Training Confidentiality Any personal experiences shared during the course should remain confidential to the training room Respect different levels of knowledge and experience in the group by focussing on the issue Discuss the issues If you do not understand, ask! 5

Every Child Matters (ECM) What are the 5 outcomes? Each college should address and support each student to achieve the following five outcomes: Make a positive contribution – including developing positive relationships, self-confidence successfully dealing with significant life changes Stay safe – protected from maltreatment, neglect, violence and sexual exploitation. To have security, stability and to be cared for. Achieve economic wellbeing – live in decent homes and households free from low incomes. Be healthy – physically, mentally, emotionally and sexually Enjoy and achieve – personal and social development and enjoy recreation 12

Your Guide to Good Practice Assure the person making the complaint or allegation that they will be taken seriously. If a vulnerable adult is making a disclosure demonstrate active listening skills and listen carefully to what they are saying, stay calm, clarify the facts of the abuse but avoid detailed investigation at this stage Do not be judgmental or jump to conclusions 14

Your Guide to Good Practice cont. Reassure the person that you will take steps to protect them from further abuse. Do not give any promises of complete confidentiality. Explain that you have a duty to report what you have been told to an appropriate person and your concerns may be shared, especially if other vulnerable adults are at risk. Keep your records factual. An opinion or assessment should be supported with factual evidence. Specify clearly whether you are expressing an opinion, reporting a witness or reporting hearsay (information of something not actually seen or heard first hand by witness). 15

Multi Agency Framework The City and Hackney Children’s Safeguarding Board (CHCSB) is the multi-agency group responsible for: Leading collaboration across the agencies Developing and setting polices and procedures Monitoring and auditing their implementation Providing training Promoting awareness in the wider community 21

Multi Agency Framework - cont. The CHCSB meets regularly throughout the year, and is made up of representatives from: Social Services Education Services Health Services Probation Services Metropolitan Police Youth offending team Connexions Children and Family Court Advisory and Support Service 22

Multi Agency Framework – cont. What is the CHCSB responsible for? Agreeing local policies and procedures to guide inter- agency child protection work Improving local ways of working to achieve better outcomes for children Undertaking reviews of cases where there is a concern about the effectiveness of services Providing training and development programmes to help improve the quality of working together. Raising awareness of the need to safeguard children in the wider community 23

ISA works in partnership with the Criminal Records Bureau (CRB) to deliver the new Vetting and Barring Scheme. The CRB is the administrative arm, supporting ISA’s primary function of making barring decisions. The Safeguarding Vulnerable Groups Act 2006 contains the legislation to create two new Barred Lists. These are: A list of people barred from working with children (replacing List 99 and the PoCA Protection of Children Act 1999) A list of people barred from working with vulnerable adults (replacing the PoVA Protection of Vulnerable Adults list). 24 The Independent Safeguarding Authority - ISA
