To provide our customers with a rapid and reliable alternative for the safe and efficient movement of people, goods and services. 4 MISSION STATEMENT “ ”

Enhance the quality of life and economic vitality of the region. 5 OUR VISION “ ” Develop the infrastructure to serve a population of approx- imately 800,000 residents and five international ports of entry. “ ”

THE CHALLENGE  Continue to provide quality transportation projects  Provide those projects in an expeditious manner  Deliver these projects with diminishing Federal funding Sources 6

THE RESPONSE  The RMA can provide a flexible way to construct critical mobility improvements by:  Allowing the use of local dollars to leverage revenue bonds.  Alternate delivery methods.  Approach requires careful planning and partnerships in order to protect the public coffers and provide the best return on investment. 7

PROJECT LIFECYCLE  Planning  Design  Procurement  Construction  O&M 8

FINANCIAL INSTRUMENTS  Vehicle Registration Funds (VRF)  Traffic Reinvestment Zone (TRZ)  Interlocal Agreements  Bonds based on:  State/Federal Funding Agreements  Potential Toll Revenues  Vehicle Registration Funds (VRF) 9

MODELING TECHNIQUES  Population trends in order to forecast  Conventional Cost Estimates  Construction cost estimates based on TxDOT average bids and local knowledge.  Estimates are conducted at the planning phase (schematics) and during PS&E (final design). 10

MODELING TECHNIQUES  Traffic and Revenue  Macro-level modeling of the toll road within the local transportation system.  Uses traffic modeling and “stated preference” public surveys to model optimal toll rates and revenues.  Studies range from Level I (Draft Study), Level II (Concept Study), and Level III (Investment Grade Study). 11

MODELING TECHNIQUES  Level of Service  Micro-level modeling of the toll road ramps, exits and connections to the local transportation system.  Helps optimize mainlane and exit/entrance ramp configuration.  Helps determine the utility of portions of the facility design. 12
