EFCOG Safety Working Group (SWG) Status June 7, 2016 EFCOG Working Group Coordination Meeting Washington, DC John McDonald, SWG Chair

SWG Purpose Assist member companies operating DOE/NNSA projects in attaining and maintaining the highest levels of operational, regulatory, and safety performance Promoting best practices Facilitating the exchange of operating experiences, benchmarking, and information Access to SMEs in activities such as review of DOE standards and policies Identifying opportunities to save and/or avoid costs Assisting member companies in implementing effective safety and regulatory programs Arranging for training and awareness workshops to enhance the competency of SMEs

SWG Subgroups/Task Groups* *excluding Engineering Processes, currently in transition to be included in the 2017 SWG AWP

SWG Contractor Leadership

SWG Special Emphasis Areas Annual evaluation of SWG High quality Annual Work Plan (AWP) Strong subgroups with good participation Integrate Engineering Processes Subgroup NNSA/Lab participation Contractor Assurance System (CAS) CAS task team established Meet with customer to determine expectations Feedback from DOE to get clarification Determine deliverables and schedule Add deliverables to AWP

SWG Assessment DOE Liaison and POC support is excellent Contractor participation is excellent EFCOG sponsor participation is excellent Objectives of the SWG are being accomplished AWP progress is acceptable (On track for high percentage of task completion this FY) Opportunities for Science and NNSA increasing Subgroups are teaming and improving effectiveness Leadership Opportunities ISM SG Vice Chair QA SG Vice Chair

SWG Activity Recent Highlights QA JSEP/MASL Supplier List Safety culture assessment guide Electrical safety guides and awareness material Laser Worker training material NTS Best Practices (2) Assists Enforcement Coordinators in recognizing repetitive and programmatic non-compliances How to clearly communicate the nature of a noncompliance, the context in which it existed, and the associated causes and corrective actions

SWG Activity Summary Subgroups: 7 Task Groups: ~20 FY16 AWP: ~60 deliverables Estimated membership: ~ Subgroup meetings FY 2016: ~8 + task group meetings and calls

Completed 2016 AWP Tasks “Reporting Programmatic and Repetitive Noncompliances in the Noncompliance Tracking System (NTS) and the Safeguards and Security Information Management System (SSIMS)” Best Practice - Provides guidance on whether a noncompliance or set of noncompliances are programmatic or repetitive “Attributes of a Good NTS Report” Best Practice - Provides specifics on how to clearly communicate the nature of a noncompliance, the context in which it existed, and the associated causes and corrective actions Provide Enforcement Coordinator contractor awareness briefing in support of Annual Enforcement Workshop Identify nuclear safety, worker safety & health, or security requirements for summaries or enforcement aids that can be utilized when evaluating potential non-compliances
