Staged Electronic Data Deliverable (SEDD): Overview and Implementation Status Dr. Anand R. Mudambi US Environmental Protection Agency (USEPA) November 2006

Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 2 Federal Agency Need for Data in Electronic Format Collection of Large Amounts of Data Required to Make Various Environmental Decisions, Including: –Cleanup Remedies –Site Remediation End Points Ease of Transmission, Receipt, Evaluation, Storage, and Retrieval Efficient and Cost-Effective

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 3 Analytical Data Needs Information from the analysis of samples from environmental sites is also transmitted, used, and stored electronically. Transmission is done using formats called Electronic Data Deliverables (EDDs). Currently there are too many Electronic Data Deliverables (EDDs) used for this type of transmission - up to a 100 different types. Reason for so many EDD types – differing client requirements and no one EDD could meet all of them UNTIL………….

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 4 SEDD!!! SEDD - Staged Electronic Data Deliverable. SEDD’s Staged approach allows for meeting diverse Client Reporting Requirements. SEDD is an XML file created by a Laboratory Information Management System (LIMS) or any other database. A SEDD file contains information regarding the chemical analysis of sample(s). Information (analytical results) contained in a SEDD file can be checked using existing electronic review tools.

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 5 XML – A Self Defining Data Format Example of an Open Data Standard (like HTML used for Internet Web Pages). Final recommended standard by the World Wide Web Consortium. In XML each piece of data (information) is associated with its Data Element Name (definition) which makes the overall Electronic Data Deliverable (EDD) self- defined. XML is a non-proprietary format. XML eXtensible Mark-up Language.Standard devised by the World Wide Web Consortium.

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 6 The Current Electronic Data Flow

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 7 Disadvantages Proprietary formats limit the number of labs that can be used by clients and vice versa. Laboratories have to support these different types of EDDs (up to a 100 depending on the number of clients). Laboratories become focused on their EDD and IT departments instead of sample analysis. EDDs cannot be readily exchanged between various clients.

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 8 With SEDD and Electronic Review Tools

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 9 Advantages Many more laboratories can be accessed by Clients and vice versa. Staged approach allows for meeting diverse Client Reporting Requirements. All laboratory data can be reviewed using electronic review tools like the Automated Data Review (ADR) software prior to delivery to/acceptance by Clients.

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 10 Advantages (Continued) All analytical data can be reviewed prior to input into client databases using ADR software More confidence in the quality of data for the client since 100% of received data is reviewed and compared to project objectives Analytical Data Delivered in XML Format (Non-Proprietary)- suitable for long term storage and later retrieval Reduces risk for developers of properties

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 11 Cost Savings Using SEDD and ADR Laboratories are already delivering SEDD files for input into the ADR electronic review software. Preliminary results show a 30 to 50% cost savings when compared to the same level of manual review.

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 12 SEDD Implementation All EPA Regions Emergency Response and Superfund Remedial Action Contracts EPA Contract Laboratory Program (CLP) US Army Corps of Engineers (USACE) Formerly Used Defense Sites (FUDS) Policy Requirement USACE District Contracts

November 2006Staged Electronic Data Deliverable (SEDD) Overview/ Dr. Anand R. Mudambi 13 SEDD Status Laboratories (including at least one major network) are already delivering compliant SEDD files. Two LIMS vendors now support SEDD. SEDD files are now being generated and checked by Automated Data Review (ADR) software for EPA and USACE projects.
