Utility Lighting Efficiency Programs Today Characteristics  Strong momentum  Numerous participants  High volume of projects  Quick turn-around time  “Simple” measures  Energy-intensive baseline Skills to Participate  Qualified electricians  General lighting systems knowledge  Strong sales team 3

PSE Small Business Lighting Program Small Business Lighting Incentives Incandescent to CFL ($3 - $12) Incandescent to CMH ($25) T12 to T8 lamp/ballast ($40 - $50) T12 to T8 new or kit ($40 - $85) HID to CFL, T8 or T5HO ($75 - $190) New LED exit signs ($50) Occ sensors or timer control ($40 - $80)  T-8 Lamps must be on the approved CEE List  Screw-in CFL's must be Energy Star qualified  Solid State Lighting (LED) must be on the Energy Star, DLC or Lighting Design Lab qualified list  Prescriptive incentives  Sch 8 & 24 customers ≤ 50 kW demand  Leverages trade allies  Provide monthly contractor training To date in 2011 (Jan 1 – Oct 26):  1,547 projects completed  5,257 measures installed  20.6 million kWh savings (12% of C/I Savings Target)  $5.7 million rebates paid  27.7¢ per kWh (incentives) “Look Up for Energy Savings”  Bill inserts  Chamber of Commerce  Community Outreach 4

Commercial Rebates  Offered at point of sale or via customer application  SPIF provided to point of sale vendors To date in 2011 (Jan 1 – Oct 26):  2.5 million kWh savings  15,775 units 5

Custom Grants  Lighting Retrofit Projects  20¢ per kWh annual savings, up to 50% of measure cost  Pre- and post-inspection by a PSE Energy Management Engineer required  Proposed installation must satisfy current energy code To date in 2011 (Jan 1 – Oct 26):  368 projects completed  427 measures installed  28.7 million kWh savings  $4.85 million incentives paid  17¢ per kWh (incentives) 6

Contribution to Savings - PSE Lighting Programs 7

Moving Forward Without Loosing Steam…  Existing Programs  Continue while market conditions support  Who will stop funding T12 replacements first?  New Programs  Participation optional (attract early adopters)  Increased incentives to reward efforts  Challenge participants, but don’t overwhelm  Solicit trade ally input & feedback  Continue to “raise the bar”  New Products  Evaluate and monitor  Structure programs to encourage effective use of products 8

Requirements 9  Customer must address all interior and exterior lighting fixtures at the facility.  Controls must be installed in areas required by current Washington State Energy Code with the exception of section (daylight zone control requirements). This generally includes: individual offices, conference rooms, restrooms, high bay lighting, and stairwells.  Final project Lighting Power Density (LPD) must be at least 10% below current Washington State Energy Code Requirements. PSE Enhanced Lighting Program

10  25W or 28W Low Wattage (LW) T8s must be used in all new or retrofit T8 fixtures.  Also, all existing 32W T8s must be re-lamped with LW T8s.  Newly installed T8 ballasts must be instant start. Programmed start ballasts may be used instead of instant start ballasts if occupancy controls are present.  Prescriptive measures have consistent specs as rebate programs (i.e. CFLs need to be Energy Star Rated, LEDs need to be on approved list, EXIT signs need to be under 5 watts and have a 5 year warranty)  Projects over 300,000 kWh/yr require either light level logging, amperage of true power logging of lighting circuits, energy interval service trends, or screen shots from EMS system to verify lighting hours. PSE Enhanced Lighting Program (cont.)

11 Enhanced Lighting Worksheet  Program Overview  Grant Application  Lighting Worksheet  Assignment of Funds Form  Lighting Waste Disposal Form  QC Checklist and CSY Data PSE Enhanced Lighting Program (cont.) First 100 projects completed under the program will receive a $250 contractor incentive.
