UNCLASSIFIED PSM Support to Cost Reporting 1

UNCLASSIFIED PSM Help Required 2 DoDI requires cost reporting on ALL Sustainment Contracts over $50M IDIQ sustainment contracts report on each delivery order in order to capture contract total PSM Help Needed to:  Identify upcoming RFPs  Help ensure that CSDR reporting requirement is on contract  Help determine what data is collected  Participate in CWIPT and vote on CSDR plans  PSMs use can contractor data actuals for future sustainment estimates, negotiations support etc. CAPE/PSM Collaboration Benefits Both Organizations

UNCLASSIFIED Identify Upcoming RFPs 3 The biggest hurdle to successful data collection is when a contract is awarded without CSDR requirements Modifying a contract to add CSDR reporting after award is difficult and adds additional cost When the approved CSDR plan is included in the RFP, the contractor can bid using the approved reporting structure and include the cost of the reports in their bid PSMs can work with CAPE to make sure CSDR reporting is included in RFPs

UNCLASSIFIED Help Determine What Data is Collected 4 Current CSDR format is 1921 Contractor Cost Data Report with sustainment reporting structure, and Functional Cost Hour Report 1921 reporting structure aligns with CAPE O&S Cost Estimating Guide, with some additional detail under Sustaining Engineering and Program Management 1921-T Technical Data Report is being developed with LM&R inputs As we transition to Flex Files, PSMs can help identify data tags and fields needed

UNCLASSIFIED Cost Working Integrated Product Team (CWIPT) CWIPT Government Program Office OSD CAPE Service Cost Center DCARC Reporting Contractors PARCA (EVM required) Service Component PSMs 5 ParticipantsRole in PPMRole Service Component POCProgram Collaborator Initiate CSDR process at Program Office; identify all RFP's going out Program OfficeProgram Collaborator Help develop initial plans; make DCARC/Service Component aware of all upcoming efforts OSD CAPEProgram Collaborator Provide input to plan to ensure cost needs are being met; provide final approval of plans Service Cost Center POCProgram Collaborator Help develop initial plan; provide input to plan to ensure cost needs are being met; provide initial approval DCARCDCARC Reviewer Manage the entire CSDR planning process; ensure all rules and regulations are being followed Reporting ContractorsN/A If sole source, provide input and help government understand processes and procedures PARCAProgram Collaborator Provide input to ensure cost reporting structure and WBS are consistent where needed PSMs (NEW)Program Collaborator Identify all RFPs going out, provide initial approval CWIPT is responsible for ensuring CSDR plans provide accurate, timely data in order to support cost estimating needs for the Department of Defense

UNCLASSIFIED Contractor Sustainment Data Useful to PSMs 6 PSMs can request access to CADE Locate historical data for use in Business Case Analyses, cost estimates, sufficiency reviews Use data to determine effectiveness of various contractor logistics support strategies (PBL vs traditional) CAPE and PSMs Working Together = Better Buying Power
