1.Consistent data in various regional, State, and local transportation/air quality planning processes. 2.Ability to test impact of different population and employment trends. 3.Ability to test impact and staging of different transportation investments. 4.Impacts should include sensitive populations, corridor performance, regional air quality, and RTC policy goals. 5.Sensitivity to a high level of detail to account for corridor specific variations. 6.Openness of process to allow for stakeholder input and transparency to the public and federal agencies.
