This may seem like a strange question to ask, but it is a very pertinent one. After all, for Criterion C you are assessed on your ability to develop an argument. And this argument, also known as a 'thesis statement', should start to take shape after you have made your annotations. In other words once all the evidence is laid out before you, it is easier to see where your case is going.
