Legal Basis Ordinance on entry, exit and residence of the foreigners in Viet Nam promulgated on 28th April 2000; Decree No. 21/2001/ND-CP dated 28 th May, 2001 of the Government detailing the implementation of the Ordinance on entry, exit and residence of the foreigners in Viet Nam promulgated on 28th April 2000; Circular No. 190/2012/TT-BTC dated November 09, 2012 of the Ministry of Finance amending and supplementing the Circular No.66/2009/TT-BTC stipulating the regime on collection, remittance, management, and use of fees on passports, visas and papers on entry, exit, transit and residence in Vietnam; Final/Nov. 2013

Legal Basis Decree No. 34/2008/ND-CP on recruiting and administration of foreign employees in Vietnam; Decree No. 46/2011/ND-CP dated June 17, 2011 of the Government amending and supplementing a number of articles of the Government’s Decree No. 34/2008/ND-CP dated March 25, 2008, on recruitment and management of foreign employees in Vietnam; Decree No. 102/2013/ND-CP dated September 5, 2013 of the Government detailing the implementation of a number of articles of Labour Code on foreign workers in Vietnam (taking effect on November 1 st, 2013, in replacement of Decree No. 34/2008/ND- CP and Decree No. 46/2011/ND-CP ). Subjects of application Foreign NGOs that have submitted application for or were issued a Certificate of Registration in accordance with Decree No. 12/2012/ND-CP and Circular No. 05/2012/TT-BNG. The agency in charge of issuing entry and exit visa for foreign NGOs: Immigration Department, under Ministry of Public Security. Final/Nov. 2013

Fees 1. Single-entry visa: 45 USD 2. Multiple-entry visa: A. Under 01 month valid : 65 USD. B. Under 06 months valid : 95 USD. C. Over 06 months valid : 135 USD. 3. Transfer of valid visa from old passport to new passport: 15 USD. 4. Resident Card: A. Up to 01 year valid: 80 USD. B. From 01 to 02 years valid : 100 USD. C. From 02 to 03 years valid : 120 USD. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) For the Heads of Project Office, Head of Representative Office, or persons officially responsible for their INGOs’ activities in Vietnam (whose names are stated in issued Certificate of Registration). 1. A letter of request signed by the authorized person including following information: + Personal details of applicant, passport details, entry purposes, visa pick-up place (Overseas Diplomatic Mission of Vietnam/ Vietnam international border gates), type of visa (single entry, multiple entry), entry date, residence duration; + Personal details of accompanied family members (if any) with above-stated information. 2. Copy of the first 02 pages of passport (require at least six- month validity from the date of entry). Final/Nov. 2013

I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) 3.Official letter of appointment signed by authorized person of the organization. 4. A copy of labor contract/ Job profile (ToR). 5. Curriculum vitae. 6. Notarized translation of documents proving familial relationship between applicant and the accompanied. Final/Nov. 2013

For permanent staff of INGOs having Certificates of Registration of Project Office or Representative Office Establishment (over 6 months of stay) 1. A letter of request signed by the responsible person including following information: + Personal details of applicant, passport details, entry purposes, visa pick-up place (Overseas Diplomatic Mission of Vietnam/ Vietnam international border gate), type of visa (single entry, multiple entry), entry date, residence duration; + Personal details of accompanied family members (if any) with above-stated information. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

4. Curriculum vitae. 5. Work permit (in case applying for visa duration over 90 days). 6. Notarized translation of documents proving familial relationship between applicant and the accompanied. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) 2. Copy of the first 02 pages of passport (require at least six- month validity from the date of entry). 3. A copy of labor contract/ Job profile (ToR). Final/Nov. 2013

For experts, short stay visitors, visitors entering Vietnam to attend a meeting/conference (under 6 months of stay). (Note: Visa application for those who enter to attend a conference shall be processed only when the conference organization is approved by Vietnam competent authorities) 1. A letter of request signed by the responsible person including following information: + Personal details of applicant, passport details, entry purposes, visa pick-up place (Overseas Diplomatic Mission of Vietnam/ Vietnam international border gate), type of visa (single entry, multiple entry), entry date, residence duration; + Personal details of accompanied family members (if any) with above-stated information. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

2. Copy of the first 02 pages of passport (require at least six- month validity from the date of entry). 3. Job Description. 4. Curriculum vitae. 5. Tentative working schedule. 6. Notarized translation of documents proving familial relationship between applicant and the accompanied. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

1. A letter of request signed by the responsible person including following information: + Personal details of applicant, passport details, entry purposes, visa pick-up place (Overseas Diplomatic Mission of Vietnam/ Vietnam international border gate), type of visa (single entry, multiple entry), entry date, residence duration; + Personal details of accompanied family members (if any) with above-stated information. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) For experts entering Vietnam to work directly for INGOs’ project partner organizations or local authorities Final/Nov. 2013

2. Copy of the first 02 pages of passport (require at least six- month validity from the date of entry). 3. Official letter from partner organization to PACCOM, in which the organization requests PACCOM to apply visas for its experts and commits to being responsible for the genuineness of presented information about the foreign experts and their accompanied family members (if any), entry purposes, and any related costs. 4. A copy of employment contract (attached with project documents approved by a competent authority). 5. Tentative working schedule. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

For visitors of other Departments of VUFO 1. A letter of request signed by the responsible person including following information: + Personal details of applicant, passport details, entry purposes, visa pick-up place (Overseas Diplomatic Mission of Vietnam/ Vietnam international border gates), type of visa (single entry, multiple entry), entry date, residence duration; + Personal details of accompanied family members (if any) with above-stated information. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

2. Copy of the first 02 pages of passport (require at least six- month validity from the date of entry). 3. An official letter of VUFO department to PACCOM requesting for visa application (with written agreement of VUFO leaders). 4. A copy of employment contract (attached with project documents approved by a competent authority). 5. Tentative working schedule. 6. Notarized translation of documents proving familial relationship between applicant and the accompanied. I. Procedure of visa issuance for INGOs’ visitors (not exceeding 10 working days) Final/Nov. 2013

1. A letter of request signed by the responsible person which clearly states specific request and reason for visa renewal. 2. Filled visa application form with signature from applicant passport photos (3x4 cm) if applicant needs a confirmation letter on the status of visa renewal (in case he/she plans to take business trip or travel outside his/her place of residence). 4. Work permit (in case his/her previous stay in Vietnam is 90 days and over). Procedure of visa renewal for INGOs’ visitors Final/Nov. 2013

5. Visa extension for accompanied family members of INGOs’ staff: Certificate of Marriage (if the accompanied is wife/husband), Birth Certificate (if the accompanied are children) or Confirmation letter of Diplomatic Mission of applicant’s original country in Vietnam confirming the familial relationships. (The above documents must be consular legalised and translated into Vietnamese. Visa duration of the accompanied family members will be based on that of INGO staff applicant). Guidance Procedure for importation of Goods and commodities of INGOs VIETNAM UNION OF FRIENDSHIP ORGANIZATIONS PEOPLE’S AID COORDINATING COMMITEE Final/Nov. 2013

1. Importation of goods and equipment within the framework of projects funded by INGOs Note: Goods and equipment not in the list of goods prohibited to export and import Documents to submit: 1. A letter of request, signed by the Head of Project Office/ Representative Office or person responsible for the INGO’s activities in Vietnam. 2. Project document attached with project approval by a competent authority in accordance with Decree No. 93/ ND- CP. Final/Nov. 2013

1. Importation of goods and equipment within the framework of projects funded by INGOs (continues) 3. A list of imported goods and their details (amount, value, etc.). 4. Receipts, financial documents and purchasing contracts. 5. A notarized copy of Certificate of Registration and the Framework Agreement between the INGO and Committee for Foreign NGOs Affairs. Final/Nov. 2013

Note: Goods and equipment that are not export/import prohibited 1. A letter of request, signed by the Head of Project Office/ Representative Office or person responsible for the INGO’s activities in Vietnam. 2. A list of imported goods and their details (amount, value, etc.). 3. Receipts, vouchers and purchasing contracts. (if applicable). 2. Importation of necessary goods, office equipment, and supplies to meet specific needs of Office and expatriate staff of INGOs Final/Nov. 2013

4. A notarized copy of Certificate of Registration and the Framework Agreement between the INGO and Committee for Foreign NGOs Affairs. For goods of certain individuals, additional documents includes: 5. Letter of appointment, signed by authorized person of the organization. 6. A copy of employment contract/ Job profile (ToR). 7. Curriculum vitae. 2. Importation of necessary goods, office equipment, and supplies to meet specific needs of Office and expatriate staff of INGOs Final/Nov. 2013
