Requirements Overview Flow measurement devices must be used on all surface water diversions occurring on or after January 1, 2012

Requirements Overview Flow measurement devices must use:  “Best available technologies”; and  “Best professional practices” Unless not “locally cost-effective”

Requirements Overview Future statements must be submitted every three years for Riparian and Pre-1914 rights, or annually for license holders Statements after 2011 will be based on the flow measurements using such devices

Minimum Diversion Meter Device Requirements 1. Continuous measurement of total volume diverted 2. Recording of total volume to allow monthly reporting Note: Post-1914 Appropriative Water Rights may have additional requirements for measurement and reporting

Factors Influencing Device Selection Diversion type:  Closed pipe Siphon Pumped  Open channel Water characteristics:  Sediment content  Algae and aquatic plants Anticipated meter use (e.g., pump control)

Available Measurement Technologies For closed pipe:  Propeller, turbine, and paddle wheel  Magnetic (full-body & insertion)  Ultrasonic (insertion & strap-on)  Positive displacement For open channel:  Flumes  Weirs  Acoustic Doppler Require water level recording instrument

Potential Range of Device Costs per Installation Closed PipeOpen Channel Ultrasonic: $5,500 - $9,000 per installation Flumes: $6,000 and up Varies with size Magnetic: $500/in-diameter full-body $5,500 insertion (clean water only) Weirs: $6,000 and up Varies with size Propeller, Turbine/Paddle (clean water only): $1,500 to $4,000 and up Acoustic Doppler: +/- $40,000 Site conditions, data storage, and data transmission methods will dramatically influence installation cost.

Installation Planning If “locally cost-effective” discussions do not result in lower cost alternatives, then:  Reporting Requirements: Needs to be active before any discharges that occur in  Schedule: Allow for at least four weeks for delivery and installation.  Permitting: May require County permits, particularly for utility power.  Water Shut-off: May require shutting off water supply for one day or more.
