Texas Higher Education Coordinating Board Data Highlight: Completion CAAP Meeting March 30,

2 COMPLETION Goal: By 2030, at least 550,000 students in that year will complete a certificate, associate, bachelor’s, or master’s from an institution of higher education in Texas. If reached, Texas will award a total of 6.4 million certificates or degrees during the 15 years of this plan.

Public 4- Year Institutions Public 2- Year Institutions Public Health Related Private Institutions Career Schools 3 The goal counts completions in all sectors of higher education in Texas.

Target Increase Hispanic student completions to at least…138,000198,000285,000 Increase African American student completions to at least… 48,00059,00076,000 Increase male student completions to at least…168,000215,000275,000 Increase economically disadvantaged undergraduate student completions to at least… 146,000190,000246,000 Increase the percentage of all Texas public high school graduates enrolling in Texas higher education to at least… 58%61%65% 4 The 60x30TX completion goal includes five targets

Bachelor’s degree completion rates are lower for economically disadvantaged students One- and Two-year persistence rates vary by economic status, race/ethnicity, and gender Students who need Developmental Education are much less likely to graduate than their better-prepared peers Economically disadvantaged students are much more likely to enroll in college if they attended 12 or more hours of dual credit 5 Tracking outcomes for targeted groups ensures attention is paid to areas of need

Completion rates differ by economic status 7 Low income students are at greater risk of not completing baccalaureate degrees 6 year graduation rate is 18.6 percentage points lower than the rate for non-economically disadvantaged students (47.9% versus 66.5% for 2009 cohort). Low income students are more likely to complete a certificate or associate degree in three years 3 year graduate rate is 6.9 points higher than rate for non- economically disadvantaged students 8 th grade cohort data shows economically disadvantaged students are more likely to earn a certificate or associate degree on the way to a bachelor’s degree

Student persistence is an important indicator for gauging progress toward completion 8

Improving persistence for targeted groups will help to reach the 60x30TX Completion Goal 9 Economically disadvantaged students persist at lower rates than their non-disadvantaged counterparts; gaps are smaller at public universities versus community and technical colleges African American and Hispanic students are less likely to persist than White and “Other” students at universities Two-year college students have much lower persistence rates than university students; Hispanic, White, and “Other” rates are very similar at community and technical colleges (54-57% at two-years) Males persist at lower rates than females for both sectors

Graduation rates for students who initially do not meet TSI readiness standards are low, but trending up 10

High school students who take dual credit courses are twice as likely to enroll in higher education 11 Currently about 7.5 % of economically disadvantaged high school graduates attend 12 or more SCH of dual credit while in high school Of those who took this amount of dual credit, 78% enrolled in Texas Higher Education versus 42% of the economically disadvantaged population overall
