SD DOE Alternate Assessment Winter Workshops March 7-10, 2016

FAQ Is the new MSAA a different assessment? What is different about the assessment?

FAQ Do I have to take the training again this year?

FAQ Can we receive CEU’s for the training?

Chain of Command Test administrators need to contact their Test Coordinators first Test coordinators then need to contact Chris Booth, the helpdesk, or myself if they are unable to find the answer

Participation Criteria 1.The student has a significant cognitive disability. Review of student records indicate a disability or multiple disabilities that significantly impact intellectual functioning and adaptive behavior essential for someone to live independently and to function safely in daily life. 2. The student is learning content linked to (derived from) the Common Core State Standards (CCSS). Goals and instruction listed in the IEP for this student are linked to the enrolled grade-level CCSS and address knowledge and skills that are appropriate and challenging for this student. 3. The student requires extensive direct individualized instruction and substantial supports to achieve measurable gains in the grade and age-appropriate curriculum. The student: (a) requires extensive, repeated, individualized instruction and support that is not of a temporary or transient nature, and (b) uses substantially adapted materials and individualized methods of accessing information in alternative ways to acquire, maintain, generalize, demonstrate and transfer skills across multiple settings.

Every Student Succeeds Act Previously the law stated that you could not have over 1% of your tested population score proficient Law has changed to we cannot test over 1% for participation as a state. Cannot hold LEA to a hard number, but LEA’s are able to appeal if they test over 1%. Awaiting guidance 

Training Requirements for MSAA TA’s – Complete 13 modules and pass final quiz with 80% accuracy We are accomplishing most today TC’s – 4 Modules and no quiz

Roles MSAA (formerly NCSC) – TC – Test Coordinator – TA – Test Administrator (certified teacher) DSTEP – A – Test Coordinator – Rater 1 (child's teacher) – Rater 2 (anyone except parent)

User Templates Issues with templates – one account – you can decide if you want district level access or modify after they are in the system – Find the org names and id’s TC – generally district level TA – their school – Copy and paste – everything needs to match – Options for users – either district level or assign per school

Student template The Department will be uploading all students Districts will not be adding any students directly to the system If students are not in the system, you will fill out the student template and to or

Materials Used Directions for Test Administration (DTA) – Cut down on paper – save as PDF to desk and have students test on another computer Test Administration Manual (TAM) – Review document – if you have tech concerns, this document will give you the info List of Manipulatives Reference Sheet MSAA User Guide for Test Administration

Navigating the System Switch roles Switch schools Identify students Identify orgs

Before you can administer the assessment Complete required training and pass final quiz with 80% or better percentage – Final quiz will not be available until March 15 th Complete the student demographic page Complete the LCI page Complete Accommodations before test Complete the Student Response Check

Student Response Check It is a 3 content-neutral task The purpose of the Student Response Check is to ensure that the TA is able to identify which answer a student chooses for a selected response item. If you know a student has an Identifiable mode of communication, you do not complete the SRC

Closing Assessment Student must not have a response for the first 4 answer Then you are able to “close” the assessment Students must be exposed to the both content areas, Math and ELA If you close one before opening the other content area, it automatically closes the other.

Modes of Communication Using a mouse Verbalizing Eye gaze Gesturing/pointing Using AAC Circling or marking on a paper copy NOT Hand-over-hand If you are completing paper pencil, perform task and then enter in the computer

Directions for Test Administration Know the Directions for Test Administration before administering the assessment It is your script, follow it, do not lead student to correct answer. Be familiar with the TAM

Rest of Training If you have a deaf, blind, or deaf/blind student, please review Module 4, if not, skip Remaining people = complete modules 11, 12, and 13 Then they will spend the same amount of time as the TC’s!!!!!!

Online Assessment System Overview Two main online components of the Questar Assessment System (QAS) to be used for the DSTEP-A for Science Online Assessments:  Administration system is the Questar Assessment System  Collection of Evidence Tool will be used to enter student scores and upload student evidence.

Responsibilities for DSTEP-A Test Administrators Verify student information is correct in the QAS Admin site Make sure accommodations are marked prior to testing Administer Assessments offline Enter scores into the Collection of Evidence (CoE) Tool Verify status is “Finished” in the CoE Tool Communicate any issues to STC/DTC

Steps for Test Administrators for DSTEP-A Test Administrators/Raters- set up within QAS Admin Raters must be set up in the Admin in order to access the CoE tool. Students must be set up and assigned to a Class in the Admin site in order to be accessed in the CoE Tool. After all of this is complete, Test Administrators/Raters 1 & 2 use the Collection of Evidence Tool to enter scores and upload evidence.
