. UNECE Clearing House of Migration Statistics – applications for Georgia Workshop on Migration Statistics Tbilisi, Georgia, 5-6 April 2016

Benefits of Data Exchange Provides information missing from regular national data collection systems (e.g. number of citizens living abroad) Provides information about the characteristics and conditions of citizens living abroad 2

Related Activities at UNECE Task Force on Measuring Emigration ( ) – Pilot study on data exchange (2007) – Guidelines on the use of data on international immigration to improve emigration data of sending countries (2009) Clearing House of Migration Statistics (2011-) 3

Conclusions from the Data Exchange Exercise (2007) Immigration data from receiving countries can be used to improve estimates of emigration in sending countries Data on immigration is not always easily accessible by interested users  data exchange necessary Need to develop guidelines for the exchange of data Consideration of creating a central clearing house for collecting and storing migration data to facilitate the accessibility of statistics 4

Guidelines on exchanging data to improve emigration statistics (2009) How to use other countries’ immigration data for improving own emigration estimates How to produce immigration data so that it better fits the needs for improving other countries’ emigration estimates Setting up a clearing house maintained by an international organization to facilitate data sharing among countries Set of standard tables on stocks and flows for bilateral exchanges among countries unece.org/index.php?id=

UNECE Clearing House of Migration Statistics Clearing house maintained by UNECE to facilitate data sharing established in 2011 Set of standard tables on stocks and flows for bilateral exchange among countries 6

Organizational Aspects Minimal technical requirements: Excel & National focal points from each National Statistical office – Collect data and maintain contacts with other data producers in country Data collected every two years (2011, 2013, 2015, 2017,...) 7

Content of the Clearing House Seven tables Short-term migration statistics collected, but not enough data to present Table 1: Foreign Born Population Population by place of birth Foreign-born population by country of birth Table 2: Population by citizenship Population by citizenship status Foreigners by country of citizenship Table 3: Long-term immigration by country of previous residence (flows) Table 4: Long-term emigration by country of next residence (flows) Table 5: Long-term immigration by citizenship (flows) by citizenship status non-citizens by country of citizenship Table 6: Long-term emigration by citizenship (flows) by citizenship status non-citizens by country of citizenship Table 7: Citizenship acquisition by status of recipient by country of previous citizenship 8

Using other countries’ data to estimate stock living abroad Combine information provided in database – Country of citizenship – Country of birth Important to have information from all countries (especially large immigrant receiving countries, i.e. Russian Federation and Kazakhstan) 15

Long-term immigrants with Georgian citizenship (2014) Russian Federation data from 2013 Ukraine data from

Long-term emigrants with Georgian citizenship (2014) Russian Federation data from 2013 Ukraine data from

Conclusion The Clearing House relies on data provided by your office Using other countries’ data, you can find information that is missing or potentially inadequate in national data collection systems, e.g. emigrants and citizens living abroad The Clearing House is an opportunity to improve Georgian statistics on migration! 19
