Two financial sources EU budget –Financing for countries not belonging to ACP, through thematic programmes funding also for ACP countries European Development Fund (EDF) : –ACP countries (Africa, Caribbean and Pacific countries)

Development education and awareness raising Objective: –Raising public awareness of development issues and mobilise public support for action against poverty and for fairer relations between developed and developing countries Activities in Europe (EU + acceding countries) –Campaigns, publications, information events, workshops etc. –Campaigns in the official education sector  Priority given for application which involve EU15 and EU12 Non-State actors and local authorities (NSA-LA)

Development education and awareness raising Priorities in 2011: –Millennium development goals especially in Sub-Saharan Africa –Policy coherence for development (migration, trade (fair trade), security, human rights, decent work, environment) Centralised call for proposals from Brussels Non-State actors and local authorities (NSA-LA)

Coordination and dialogue Priority: Support coordination and dialogue between CSO networks and local authorities and in relation to EU institutions. Priorities : Capacity building, networking Institutional and multi-stakeholder dialogue Non-State actors and local authorities (NSA-LA)

Coordination and dialogue Activities in Europe (EU + acceding countries) –Seminars, workshops, trainings, capacity building activities –Strengthening of cooperation between CSO networks and EU institutions by campaigns and meetings Centralised call for proposals from Brussels, in 2011 budget 3 millions €

During the programme will focus on one theme yearly: –2011: gender –2012: child’s rigths –2013: health Global call in 2011: –budget 30 millions € –priority in gender: "Protection and promotion of women’s rights, and women’s social and economic empowerment” –OPEN: deadline for concept note 19th December Investing in People

Food security Programme objective: –1st MDG: eradicate extreme poverty and hunger Programme priorities and shares: 1) Research, technology and innovations related to food security (36 %) 2) Strengthening of food governance and information (24 %) 3) Food security in fragile states for vulnerable groups in countries where development cooperation is not implemented (40 %)

Food security Global call in 2011: –budget 20 millions € –title ”Participation for governance” –According to indicative schedule, to be opened on 15th November, deadline for concept note 16th January 2012

European instrument for democracy and human rights (EIDHR) Programme priorities and shares (160 millions € approximate annual budget): 1)Enhancing respect for human rights where they are most at risk (10 %) 2)Strengthening the role of civil society in promoting human rights and democratic reform (39 %) 3)Human rights and EU law (19 %) 4)Support to international human rights system (10 %) 5)Monitoring elections (22 %)

European Neighbourhood & Partnership Instrument (ENPI) Objective: support for democratisation, human rights, transition to market economy and sustainable development  Implementation of neighbourhood policy Beneficiary countries: Eastern European countries participating to ENP, North Africa, Middle East, Russia (strategic partnership) Annual funding about: 1,6 bln. €

Guidelines for grant applicants NSA-LA DEAR call The call is based on: 1.The European Consensus on Development 2.Dear study 3.Structured Dialogue results

Guidelines for grant applicants NSA-LA DEAR call The call has 3 lots: 1.Global Learning projects in the formal education system –close cooperation with formal education system –actions be approved by the relevant educational authorities (signed declaration by the educational authority) –minimum of 2 EU countries

Guidelines for grant applicants NSA-LA DEAR call 2.Global Learning projects outside of the formal education system –Youth groups, adult education, informal education –complementarity with existing development education efforts –minimum of 3 EU countries

Guidelines for grant applicants NSA-LA DEAR call 3.Campaigning and Advocacy –concrete changes in behaviour at individual and collective levels, or in institutional policies –strong European dimension: actions and results at European level covering 15 to 27 Member States –minimum of 3 EU countries

Budget headings The project budget has six headings: 1.Human resources 2.Travel 3.Equipment and supplies 4.Local office 5.Other costs, services 6.Other + 8. Contingency reserve 10. Administrative costs

Eligible costs General Conditions (Annex II) 14.2: Costs related to human resources –salary, social insurance etc. Travel costs Purchase or rental costs for equipment Services Subcontracting Costs deriving directly from the requirements of the Contract: dissemination, evaluation, audit

Eligible costs Contingency reserve 5 % –can be used only with the prior written authorisation of the Contracting Authority, ask at least 1 month before –contingency reserve used without permission has to be returned Max. 7 % of direct eligible costs may be claimed as indirect costs to cover the administrative overheads

Ineligible costs Project planning costs and costs incurred before the signing of grant agreement Contributions in kind  ineligible also for co-financing –A project employee is not a contribution in kind and the salary can be part of co-financing Debts and debt service charges Interest owed

Ineligible costs Costs covered by another action Purchases of land or buildings, except where necessary for the direct implementation of the Action Currency exchange losses Taxes, including VAT –if an applicant or its partners can prove that it has to pay VAT in an EU Member State and cannot recover it, taxes paid could be accepted as an eligible cost (for NSA-LA DEAR call)

Project implementation

Implementation Be in contact with Commission / EU delegation Respect Commission rules and grant agreement Written notification or application if project plan or budget have to be modified Request for payment annexed to reporting documents Good book-keeping –Project costs have to clearly identifiable Promote EU visibility

Project evaluation External evaluation at the end of project Evaluation report should be sent to the Commission Budget the cost! Project partners monitor continuously the progress with LFM: –Are we achieving the results? –Do results lead to project purpose?

Reporting Narrative = self-evaluation Financial = monitoring of costs in relation to budget Narrative + Financial = Interim report (annual report) or Final report Request for payment attached to interim or final report

Audit If contribution from the Commission is over €: audit report has to attached to every request for payment Contribution from EC less than €: audit report only with final report Internationally approved auditor Remember to budget sufficient audit costs

Concept note exercise Evaluate the old concept note identifying its strengths and weaknesses: –Project purpose –Target groups and stakeholders –Presentation of activities –Sustainability
