…NGOs-WHAT THEY CANNOT DO They cannot do what the institutional national and international bodies do hey cannot provide a service they cannot regulate and supervise they cannot determine policies. 11

…NGOs- WHAT THEY CAN DO They forge cooperation They promote and implement new ideas They can criticise national administrations and international bodies 13

CONGLUSION Aviation related NGOs, constitute a very small size of the global aviation system. Nevertheless they have certain comparative advantages, which enable them to play an important complementary role. 14
