National Sanitation Task Team WSLG 19 November

HIGH LEVEL STRATEGIC OBJECTIVE The primary aim of the NSTT is  To create an enabling environment for the delivery of sustainable sanitation in a coordinated manner,  Monitor the delivery of the sanitation services,  Facilitate appropriate interventions where required,  Ensure compliance with policy, legislation and national strategies and  Align sanitation development programmes among sector partners nationally.

PROPOSED ACTION PLAN Provide a coherent framework for addressing the sanitation backlog in a coordinated and integrated manner Ongoing participation of Water Sector in AfricaSAN Ongoing participation in Africa Water Week from Coordinate sanitation activities with SALGA, DoH, DoE, CoGTA Coordinate annual events like WASH, GHWD, & WTD

PROPOSED ACTION PLAN Take into cognisance existing government commitments & ensure implementation of: - Municipal Indaba actions. (Refer slide 7) - eThekwini Declaration and SA Action plan for AMCOW - 5year Local Government Agenda Free Basic Sanitation Strategy roll-out- Training, and information dissemination to the Municipalities. June mid-March 2010.

PROPOSED ACTION PLAN Participate in Strategy Formulation and Programming The NSTT will support the formulation of relevant sanitation strategies by providing guidelines and strategic input Advocacy and Promotion The NSTT will support the formulation and execution of an appropriate sanitation advocacy and promotion strategy. This will include allocation of resources and support for integrated planning. Individual members will champion the sanitation cause within their respective institutions. (DBSA Training) Alignment of policies The NSTT will ensure that all government sanitation policies are aligned.

IMPROVING EFFECTIVE FUNCTIONING OF NSTT High level of attendance to the meeting and commitment especially the Chief Directors; Actions should be funded to enable to commit and report actions; Actions should be in line with the Government’s programme of action and priorities; Formulate an appropriate framework for the development of skills within the sector linking it up with the Skills Task Team. Develop and update guidelines that are relevant and supportive to the sector; and Promote and support relevant research in the sanitation sector.

KEY ACTIONSPROGRESS HIGHLIGHTS Revision of the sanitation policy The review of the sanitation policy has been put on hold due to imminent movement of Sanitation Programme Unit to Human Settlements. Investigate and apply appropriate sanitation technology to suit different localities & settlement dynamics Request submitted to WRC to investigate the temporary sanitation technology option that is appropriate to informal settlements Comprehensive sanitation implementation plan developed Develop and implement a dedicated programme to deal with first generation pit-latrines Options for dealing with full pits developed and rolled out to WSAs with other sanitation tools Finalise and implement free basic sanitation strategy. In process of negotiating funds for roll out
