Overview of CRD 2013 Projects Successes Challenges CARIBOO RD 2013

80,000 square km Approximately 63,000 residents 12 electoral areas (40,000+ residents) 4 member municipalities (20,000+ residents) CRD Environmental Services Department operates 14 landfills and 18 transfer stations New SWMP was approved in April of 2013 Overview of CRD

Converted two transfer stations to controlled sites Changed collection model from transtor bins to 50 yard roll off bins that are tamped during the day Established hours of operation Used vehicle counters for preliminary schedule Held public meetings and ran a survey to determine final hours 2013 Projects

Converted two landfills to controlled sites Require a CRD identification tag to access one of the landfills Established hours of operation Used vehicle counters for preliminary schedule Held public meetings and ran a survey to determine final hours 2013 Projects

Expanded two landfill sites Establishing groundwater monitoring wells at three landfills Road upgrades into two sites: 100 Mile House Landfill Horsefly transfer station 2013 Projects

Emergency activities at the Williams Lake landfill due to slope failure below the landfill site and on adjacent property due to high rain fall in the spring Subsidized composter sales

Successes: New Model In 2012 the operation of the Lac La Hache TS was changed to pilot our new model We were hauling 2 tonnes of waste per trip with the previous transtor bins After bringing in recycling bins and tamping 50 yard roll off bins, the weight was increased to 7 tonnes per trip Reduced hauling costs significantly

Successes: Public Meetings Good turn out 75 % in favor of changes Good participation in surveys Established distribution lists for each site Opportunity to inform residents on Solid Waste issues and educated them on the new SWMP

Successes: Controlled Sites Drastic reduction in contamination in wood waste and metals marshalling yards Clean and tidy Share Sheds Overall appearance is drastically improved Lots of good feedback from users

Challenges: Public Meetings Take a toll on staff, evening meetings, long days and lots of preparation The majority of attendants in favor of changes, but the minority that are against them are the most vocal Rear view mirror ID tags Hours of operation

Challenges: Controlled Sites Contractor attendants New traffic patterns NO SCAVENGING Illegal dump sites Hours of Operation Petition for keeping it the way it was…

WHY??? The Cariboo Regional District (CRD) is authorized by the Ministry of Environment (MOE) to operate the Forest Grove Transfer Station, and is allowed to collect CLEAN wood waste for incineration in an air curtain incinerator. The CRD’s Operational Certificate (issued by MOE) specifically states the following as unacceptable materials:

INSULATION & SAWDUST

ANIMAL CARCASSES

ASPHALT PRODUCTS

DOMESTIC REFUSE

SPECIAL WASTE

DRYWALL

TREATED LUMBER, PLASTICS, RAILWAY TIES & RUBBER

WHY? No amount of signs seem to stop the abuse of the wood and metals marshalling area

The CRD will be able to meet the requirements of it’s MOE Operational Certificate by: Controlling the site with an attendant The attendant will inspect all loads going into the marshalling area Unacceptable materials will not be accepted WHY?
