RICHMOND’S OBJECTIVES

Recycling Smart City Residential: Achieve 80% waste diversion by 2020 Corporate demolition and construction: Achieve 80% diversion Single-family and duplex homes demolition: Achieve 70% diversion RICHMOND’S OBJECTIVES

PILOT PROGRAM RESULTS

Pilot Objectives Connect with members of the industry Identify reasonable diversion rates Address cost and time implications associated with higher diversion rates Develop recommendations for demolition bylaw PILOT PROGRAM OBJECTIVES

Pilot – Recycling Scenarios 1. Steady State: Understand current practices 2. Maximum Recycling: Deconstruction approach 3. Accelerated Recycling: Aim to achieve 70% diversion 4. Mixed Load to Recycling Facility: Use designated recycling facility instead of demolition waste recycling facility PILOT PROGRAM SCENARIOS

DEMOLITION WASTE & RECYCLABLE MATERIALS BYLAW (Bylaw No. 9516)

Effective April 1, 2016 Applies to single-family and duplex homes 70% minimum diversion rate $250 non-refundable fee assessed part of demolition permit application process $2 per ft 2 refundable fee, based on demolition waste recycling performance ABOUT BYLAW 9516 (cont’d)

Submit Waste Disposal & Recycling Services Plan part of permit application Submit Compliance Report Submit application for fee refund (within 90 days) Use licensed recycling and/or waste facilities or reused 7 days to comply if requested for missing/additional information ABOUT BYLAW 9516 (cont’d)

$250 demolition permit fee revenue estimated at $127,500 annually New Building Inspector 1 position created at estimated cost $115,220 annually Staff training workshop Meetings with builders Bulletin BYLAW IMPLEMENTATION

PRIOR TO DEMOLITION: 1.Contractor applies for Demolition Permit and submits the Waste Disposal & Recycling Services Plan 2.Pay applicable fees: a)$250 non-refundable administrative fee b)$2/ft 2 refundable fee of floor area i.e.: for a 2,000 ft 2 home = $2 x 2,000 ft 2 = $4,000 c) $250 + $4,000 = $4,250 APPLICATION PROCESS & FEES

AFTER DEMOLITION (within 90 days) 1.Fill out a Compliance Report & attach receipts 2.Submit documentation to the City for review 3.Calculate refund: For a 2,000 ft 2 home, the refundable fee amount available is $4,000 If achieved 70% diversion rate, refundable fee is $4,000 If diversion rate is 50%, refundable fee is $4,000 x 50%/70% = $2,857 *refundable APPLICATION PROCESS & FEES CONT’D

Description of ContraventionPenaltyEarly PaymentLate Payment Period of time from receipt (inclusive)29 to 60 days 1 to 28 days61 days or more Failure to submit a completed Waste Disposal and Recycling Services Plan (WDRSP) with an application for a building permit for demolition $475$450$500 Commencing, continuing, causing or allowing the work without an approved WDRSP $475$450$500 Removing recyclable material from a site to a location other than a recycling facility or as otherwise set out in an approved WDRSP $475$450$500 Removing waste (other than recyclable materials) from a site to a location other than a disposal facility $475$450$500 VIOLATION AND PENALTIES

Estimated 35,000 to 49,000 tonnes to be diverted Equal to 3% of regional waste going to disposal (1,328,000 tonnes) Equal to 1% of total regional waste generated including recycling (3,348,000 tonnes) EXPECTED PERFORMANCE
