The railway system has to be considered as a system UIC – Rail System Department – Dr. Marc ANTONI 2 The railway system is in “stable unbalance”  An evolution of one dimension has an impact on the others Men – Human capital ( organisation, skills, education, culture …) Operation principles - Rules ( operation rules, laws, technical directives, track ownership management …) Environment by sub network ( economical and safety targets, traffic, track ownership policy… ) Infrastructure ( track, signalling, traffic management, overhead lines, monitoring… ) Rolling stock (signaling systems, speed, load, aerodynamics, acceleration, monitoring …) GxGx

This needs “industrial railway standards” AND “professional railway standard” published by UIC

Why UIC “professional standardisation” ? UIC is the “world wide railways professional organisation”  To generate guidelines, handbook, standards useful for the members and suppliers : to obtain and maintain during the all operation time the “stable unbalance of the railway system” (regarding the financial, legacy and societal responsibilities). To facilitate Coordination (priorities, characteristics of the investments...) and Competition (market protection, development of the sector, real step change...) To create the framework for the innovation and the anticipation of the future challenges (ex Ante, including the coordination with UNECE...)...on the most easy and efficient way, distinguishing the WHY, WHAT and HOW: products industrial standards vs. professional standards The railway system has to be considered as a system UIC – Rail System Department – Dr. Marc ANTONI 4

Why UIC “standardisation” ? UIC is the “world wide railways professional organisation”  To generate guidelines, handbook, standards useful for the members and suppliers : UIC is to the railway like CEFIC for Chemical industry in EU, ETGA for gas industry in EU, IRU for the road industry... The UIC professional standards are covering: - Railway services, organisation - Operation (Infrastructure & Rolling stock) - Maintenance - Safety and Security management - Asset management - Management of the system evolutions - System definition / system integration - Definition of the interfaces - Railway system innovations... The railway system has to be considered as a system UIC – Rail System Department – Dr. Marc ANTONI 5 UIC is the unique place where all the railways can exchange, can mutualize their efforts, can define and standardize the future of the railway

Why the system point of view has to be considered by the railways? UIC – Rail System Department – Dr. Marc ANTONI 13  It is of the Railway responsability to define the “acceptable” or “unacceptable” consequences regarding they railway system  The unacceptable consequences have to be eradicated by design (strategic choices are maid by the railways and not the suppliers vs. they take all the responsibilities!)  Is the approach “Risk = Frequency x Severity” acceptable pour security threats? NOT ALWAYS  How to estimate the “Frequency” ? An attack can be too much! Acceptable and assumed Risks NOT Acceptable area Frequency (exposition to cyber attacks) (3) Rare events that have to be “eradicated” by design Severity (2)Risks have to be mitigated Risk = frequency x severity (1)Unacceptable border depending of the sub- network

The railway is a system in witch all the players have to play their own missions The railway sector need a coherent set of standards -Directives and regulations (Binding)  in Europe ERA -Professional railway standards  in Europe UIC -Industrial railway standards  in Europe CEN/Cenelec/OTIF Last words UIC – Rail System Department – Dr. Marc ANTONI 14 All these organization have to work in respect of each other, transparency et brotherhood in railway  For the future of the railway sector
