UIC Safety Unit activities – UNECE Railway Safety Workshop Geneva, 24 November 2015 Peter Gerhardt, Manager of UIC Safety Unit

UIC ITS MISSION Promoting the development of rail transport at world level, in order to meet challenges of mobility and sustainable Development Key Challenges in terms of

STRATEGIC VISIONS FOR 6 UIC REGIONS

UIC overall objectives Technical cooperation level around the following railway activities *Passenger *Freight * Rail system, incl. Infrastructure, Rolling stock, operations, signalling *Fundamental Values, including the following units of cross sector activities: - Research Coordination - Safety - Security - Sustainable Development - Expertise Development

5 UIC Safety Unit > Safety Platform (Plenary, Steering Group) 5 Advisory Groups – 5 items *System Safety Management Group/ CER Safety Support Group *Human Factors/Safety Culture *Occupational Health and Safety (OHSG) *International Railway Safety Network (IRSN) *Safety Performance/UIC Safety Database > 3 Multidisciplinary Task Forces > Safety at the road/rail interface – level crossings > Conferences/Seminars/Workshops

6 System Safety Management Group (One common UIC/CER Group) > Support to the CER speakers in Safety related WP of the “European Railway Agency” (ERA) * Common Safety Methods for Risk Assessment (CSM-RA) * Safety Certification – towards to a single safety certificate * Common Safety Indicators/Safety Performance * Certification of Entities in Charge of Maintenance (CECM) * CSM on supervision and monitoring * Roles and tasks of the various actors > 4th EC Railway Package – New version of Safety Directive and ERA Regulation

7 Human Factors / Safety Culture > Organisational and human aspects of safety at border crossings > The analysis of the human, organisational and social dimensions of an accident > Input to ERA guidelines on Safety Management System > Preparation of staff to disrupted situations > Safety Culture * 3 workshops * Interviews * New Task Force > UIC Seminars on global level

8 Occupational Health and Safety Group > Management of distressing events and prevention of post-traumatic stress > Risks arising from alcohol & drugs > Use of mobile phones and other portable electronic devices > Effective management of noise in location > Statistics on accidents at work > Contractor safety – new Task Force

9 Three multidisciplinary Task Forces > Safety Contractor Management Expected outcome: A guide to share best practices across UIC members > Signals passed at danger (SPAD) Expected outcome: Recommendations, workshop to present results > Safety culture and Safety management systems Expected outcome:Recommendations, seminar for dissemination of results

10 Safety Performance/UIC Safety Database > Collecting data, common definitions, detailed causes description > Annual SDB Report, Significant accidents http://safetydb.uic.org > Benchmarking, trends > Further Objective: to establish SDB in other regions > SDB Manager: Olivier Georger (Georger@uic.org)Georger@uic.org

External causes: 81% of significant accidents in 2014

Safety at the road/rail interface About 1/3 of (railway) accidents in Europe happen on level crossings but:mostly caused by road users/ pedestrians Responsibility of all partners (road users, policy, railways) International Level Crossing Awareness Day ( International Level Crossing Awareness Day (ILCAD) 7 th edition: 03 June 2015 – Istanbul (TCDD) 8 th edition 10/11 June 2016 - Riga/Tallinn UIC coordinator: Isabelle Fonverne Fonverne@uic.org http://www.ilcad.org

Organised by Trafi (Finnish Transport Safety Agency) Core title in 2016: “Enabling safe performance at level crossings” The GLXS is a biennial event bringing together engineering, safety, security, human factors, practitioners, academics and researchers from the global road, rail, law enforcement, research and regulatory communities. It provides an opportunity to exchange information, to improve the safety of the at-grade interface between road and rail systems, and prevent railway trespassing.
