CMO’s definition: Specialist, Practitioner and Wider workforce – used to structure PH Development programmes DH now focussing on two priorities: –strengthening capacity and capability of the expert and specialist public health workforces –strengthening capacity and capability for public health skills, knowledge and awareness in key NHS and Local Government workforces to improve public health outcomes The Public Health ‘Workforce’ Public Health Development

Provides overarching framework for knowledge and skills requirements for all aspects of PH, and across all levels of the workforce UK-wide agreement Basis for development of National Occupational Standards for Public Health (2008, updated 2009) Public Health Skills and Career Framework Public Health Development

Specialist workforce: Multi-disciplinary Training Schemes; ‘Top-Up’ schemes for specialists – Generalist and Defined, via portfolio route. Regulated by UKPH Register – (equiv. NHS Agenda for Change) levels 8+ Practitioner workforce: at levels 5-7 PHSCF, standards and regulatory processes developed and consulted on by UKPHR, launch 2010 Wider workforce: no specific processes, application of PHSCF competencies in other education & training to enhance roles in health improvement, etc. Regulation of PH Workforce Public Health Development

Will focus on strengthening public health delivery and in doing so will: Make recommendations on measures to improve the capability and capacity in England’s workforces to deliver public health outcomes Consider the knowledge, skills and competencies needed to strengthen public health delivery Strengthen regulatory frameworks and quality assurance for public health delivery and Respond, where relevant, to systems weaknesses for public health delivery The Review will report and contribute to the SoS over-arching review The Review of DH policy on Leadership and Workforce Policy for Public Health Delivery Public Health Development

DH Project commissioned in Spring 09 to look at: 1.What the role of the state should be in relation to people’s health and wellbeing, specifically focusing on the prevention of ill-health 2.The lessons we can learn about influencing healthier lifestyle choices from fields such as behavioural economics, psychology and marketing, and 3.What the Department and the NHS can do to enhance delivery of front-line services to improve people’s health and wellbeing SoS Health and Wellbeing Review Public Health Development
