4 Why are we developing a Skills Passport? a Skills Passport (SP) for public health is a deliverable identified in the Department of Health (DH) Public Health Workforce Development Strategy (April 2013) DH has committed funding up to March 2015 for the design, development and pilot of a SP for public health Public Health England (PHE) is the lead agency for development and delivery of the SP. 3Developing a Public Health Skills Passport Claire Cotter Lauren King

5 What is a Skills Passport? SPs exist in the health system, other industries and other countries and their uses vary nurses – SP used to record training to enable movement between organisations National Trust – SP used to track development of staff completing a training programme Canada – SP helps job seekers build a portfolio of evidence of development, mapped against skills considered essential for a range of occupations the concept of a ‘passport’ (paper or web-based) is that the information that it carries enables a worker to move between roles, sites, or employer 4Developing a Public Health Skills Passport

6 Aim of the Public Health Skills Passport to provide public health workers with a private and secure on-line tool to plan, record and demonstrate their individual learning and development in relation to a career in PH using the Public Health Skills and Knowledge Framework (PHSKF) The ‘passport’ will support movement within and across organisations delivering public health and across public health domains (non- core areas) 5Developing a Public Health Skills Passport

7 Public Health Skills and Knowledge Framework 6Developing a Public Health Skills Passport The framework defines nine levels of competence and knowledge in each of the nine areas of public health (both core and defined). Those at level 1 will have little previous knowledge, skills or experience in public health, while those at level 9 will be setting strategic priorities and direction and providing leadership to improve population health and wellbeing.

8 Functionality of the PH Skills Passport 7Developing a Public Health Skills Passport SP PHSKF level check to guide assessment Self assessment of competences and knowledge against PHSKF Upload and store evidence of competences and knowledge Personal profile creation to support other processes, eg appraisal Development planning and target setting against PHSKF Access links to information to support development (eg quals and reg schemes) Optional manager confirmation of self assessment and evidence

9 Who might want to use the Skills Passport? users who are expected to benefit most from using the SP include public health workers at levels 1 – 7 of the PHSKF: stop smoking adviser environmental health officer school nurse pest control officer community development manager health protection administrator public health information analyst sexual health adviser nutrition advisor planning officer community food worker health visitor health trainer coordinator pharmacy public health specialist drug and alcohol coordinator health promotion officer 8Developing a Public Health Skills Passport

10 Why develop your Skills Passport? to self assess against the PHSKF to store electronic copies of key documents eg: CV, certificates, testimonials, videos, references, reflective logs to plan development to create a downloadable personal profile to access links to support development to develop a habit of, and the skills for, portfolio building to prepare for registration 9Developing a Public Health Skills Passport

12 11Presentation title - edit in Header and Footer NHS Level 5 SS Advisor ‘Level –Check’ on skills passport confirms working at Level 5 in Health Improvement SSA identifies gaps in learning and experience needed to operate in health intelligence at levels 5 and above on the PHSKF / skills passport SSA discusses particular interest in working in health intelligence with manager SSA sets themselves goals / sets out their development plan on the skills passport SSA applies for Level 5 Health Intelligence Officer post advertised in the department Line manager negotiates a joint project with H Intel. team for SSA to complete HT accesses level 5 training recommended by Head of HI on epi/stats and data management How the skills passport can be used by a PH worker to move into a different area of specialty/domain of PH practice Level 5 Stop Smoking Advisor Community/Social Enterprise
