SUPOTH People’s Institution (PI) Based Community Development Why People's Institution ? Poorest to the poor people are not united to develop Themselves. They are treated as disadvantaged group due to their illiteracy, lack of skill, lack of employment and income. PI development model could be helpful to united themselves to form Self-help Group and People’s Institutions in regard build literate community, human resource development through skill based training, sensitize savings based business and employment creation so that they can earn for their livelihood needs mitigation. Structure of people's institution SUPOTH PI Structure is designed considering the Bangladesh state administrative structure to intervene advocacy works for access to resources and rights. Objective of Primary Groups To organize the disorganized poor women and men in Para and village level To create analytical view point or looking at the issues of injustice and exploitation existing in the society by creating social awareness among the poor people, To make the poor women and men aware of their basic rights, human and democratic rights, and practice of democracy at the grassroots level. To establish family social and economic rights of the women. To develop skills of the individuals. To become sell-dependent by implementing employment and income generation activities.

Structure and formation of the SHG Each primary group should be given a name by choice Separate group should be formed with women and men separately. Each primary group should be graduated within 3- 5 years according to the development marked by Community capacity indicator. The primary groups should be usually called as the "SAMITY" There should not be mixed group in regards to class; but profession mix may be allowed. The disables and the absolute poor will be given membership of the primary groups.

Structure and formation of the SHG There will be members in each primary group. Maximum two members from each family will be allowed in each Samity. It means, two members can be taken in one male group and two members in one female group, and in total four members from each family. Initiatives should be continued to increase membership of the old groups with fewer members. The members will be within years of age, but they should be physically able women and men. Executive Committee: An executive Committee (EC) will be formed through direct election of the group members.

Duties and responsibilities of SHG EC Duties and responsibilities of the Chairman To preside over the weekly meetings as ex- officio Chairman. He/She. if necessary, will convene emergency meetings in discussion with the Secretary. He / She will give importance to the opinions of all members, and take decision on the basis of opinions of the members. He /She will maintain discipline in the group meetings and will take necessary steps for resolving arguments or disputes, if any. He/ She will put his-her signature in the resolution book after approval of each resolution in the following meeting.

Duties and responsibilities of Chairman He/ She will encourage all members to be presented at the meeting, actively Participate in the group meetings and deposit weekly savings regularly. He/ She will keep sharp look-out whether all, activities of the' group are being done or not. and give necessary advice. The Chairman will supervise whether the Secretary and other EC members are performing their respective duties and responsibilities properly or not. And will given necessary advice. The Chairman should be socially conscious, dedicated, and courageous. An efficient organizer. Strong / firm determination or self-confidence, ability to give rights proper leadership, a good planner, social analyst and righteous, so that the others can follow. She/he will work as spokesman of the organization and create scope of developing leadership by distributing responsibilities to others so that the future leadership is developed.

Duties and responsibilities of SHG EC Duties and responsibilities of the Vice-Chairman. The Vice-Chairman will perform the activities of the Chairman in his/her absence. In presence of the Chairman he/she will perform all the activities assigned to him/ her in the regular meetings.

Duties and responsibilities of SHG EC Duties and responsibilities of the General Secretary:  The General Secretary will call regular and emergency meetings with the permission of the Chairman and assist him/ her in conducting the meeting.  He/she will supply necessary information for running the activities of the institution and give constructive opinions and suggestions for taking necessary steps decision.  He/ She will regularly write the resolution book, correspondence through letter and maintain them.  He /She will supervise whether the Treasurer is maintaining records in the cash book. other ledgers and money properly or not, and give necessary advice.  He /She will be fully aware of all activities of the institution and supervise them with the permission of the Chairman and run all the activities.  He/ She will monitor the projects of the groups and will report in the meetings regularly. Will take proper step through discussion in the regular coordination meetings, if necessary.

Duties and responsibilities of SHG EC Duties and responsibilities of the Treasurer: The treasures will regularly collect the weekly savings from the groups members. She/he will deposit the savings money in the bank or invest in the projects. If there is bank account, the treasurer never can keep cash in hand. In case of having no bank account, as per decision of the group meeting, he/she can keep cash with him her or invest in the project. He/ She will write savings book and general books of accounts and maintain them regularly. He/ She will write the pass books of the members and put counter signature. He/she will record income and expenditures of the projects and maintain accounts books. He/ She will present the fund status of the organization and detail accounts of the projects to the group members. He/ She will maintain records of the refunded loans and other expenditures. He/ She will prepare and present the annual profit and loss accounts including the fund status to the members. He/ she will not draw money from the bank nor spent any hard cash without the decision of the general meeting.

Member  The general members are the main driving force of the group.  The overall success of the organization depends on their conscious and active participation in different activities.  The members will regularly participate in the group meetings.  They will deposit weekly savings regularly.  They will give their own opinions in the weekly meetings.  They will accomplish their bestowed given responsibilities.  They will participate in different trainings.  The members should be interested in acquiring their own skills.  The members will realize the accounts of the groups out of their own interest.
