WASTEWATER TREATMENT PETRIT TARE GENERAL DIRECTOR OF UKKO JSC CONFORMING TO EU WASTEWATER TREATMENT DIRECTIVE CASE STUDY OF KORCA CITY, ALBANIA

STATUS OF WWTP IN ALBANIA Wastewater treatment in all parts of Albania has improved during the last 10 years. The percentage of the population connected to wastewater treatment in Albania has increased over the last ten years. Latest values of population connected to wastewater treatment in Albania is still relatively low compared to Eastern, Central and Northern Europe. 10 % DANUBE WATER CONFERENCE

WWTP IN ALBANIA DANUBE WATER CONFERENCE

WHO WE ARE? Status: Regional Operation Joint Stock Company Employees: 93 Operations Locations: 1 City and 7 Communes in the rural areas Services: Drinking water distribution and 24 hrs services of water supply Waste water Collection and treatment Infrastructure: Water Network km Sewer Network - 92 km 1 Centralized Wastewater Treatment Plant Solar panel system DANUBE WATER CONFERENCE

HISTORY Water supply investments o 24’000’000 EUR Sewer Investments o 25’000’000 EUR Waste Water Treatment Plant investment o 8’300’000 EUR DANUBE WATER CONFERENCE

WATER IMPROVEMENTS Reduction of health risks - Development of Turani Wellfield - Sealing first Aquifer of Well against Surface Water intrusion Hygienically safe water - Distribution Network Replacement and Rehabilitation - New House Connection - New Transmission Mains 24 hours water supply - Replacement of Turani Pumping Station -Provision of Adequate Storage Volume Sustainability of Project - Central Billing Office - New Tariff Structure - Implementation of an EDP based Billing System - Public Awareness Campaigns DANUBE WATER CONFERENCE

NEW INSTITUTIONAL FRAMEWORK Waste Water Treatment High electricity Consumption Low services tariffs No finances from Government High electricity tariffs Low treatment efficiency High ware of the equipment More stringent effluent standards DANUBE WATER CONFERENCE

"SEWERAGE AND STORM WATER DISPOSAL KORCA III & IV" Objective of the project: Rehabilitation of the existing sewer infrastructure Results of the project: Waste Water Treatment Plant for a perspective year 2030 Protection of public health Environmental Protection Comply with 271/91/EEC Budget of the Project: 8.3 mil € Date of start: Finished:

SCOPE OF THE WORKS (1) Primary Treatment: New Structure (pumping station) Fine Screens Sand Separator Secondary Treatment: 2 stages of aerated ponds (30+18 surface aerators) 1 stage polishing pond Process Control: Complete automation New SCADA System Automated sampling system DANUBE WATER CONFERENCE

OVERVIEW OF THE WWTP OF KORCA CITY DANUBE WATER CONFERENCE Advantages of the selected project: Secondary Treatment of all discharges from agglomerations of > 2000 p.e. for a not sensitive area (WWTP of the City of Korca designed for PE); Easy for management in terms of effluent quality and operation; Successfully applied in high density population areas (Municipality Area); Low cost of maintenance Fully automated

WHERE WE ARE NOW? Treatment capacity: 500 l/s Energy Consumed (av, year 2015): Kw/m Energy Recovery from the Solar panel: Kw/m Efficiency: 92.7 % DANUBE WATER CONFERENCE

PERFORMANCE OF THE PLANT DANUBE WATER CONFERENCE

WHAT IS LEFT? Abandonment of open wastewater discharge in the rural areas Construction of new small Waste Water Treatment Plants for the rural areas Improvement of rainwater treatment (e.g. infiltration of rainwater as far as possible to close natural water cycle) Implement Directive 91/271/EEC improving the sludge management and disposal DANUBE WATER CONFERENCE

CONCLUSIONS: o Channeling the investments properly o Rigid implementation standards o Forecasted data standards o Operation challenge o Guaranteed success / self sustainability DANUBE WATER CONFERENCE

Water is life but Wastewater is DIGNITY! DANUBE WATER CONFERENCE
