Consent Decrees and Infrastructure – Experience and Benefits at Paducah February 7, 2013

Paducah McCracken Co. Joint Sewer Agency u Regional utility - formed in 1999 u Governed by Board appointed by the Mayor and County Judge-Executive u Operates and maintains Paducah and McCracken County’s wastewater collection and treatment system u Three wastewater treatment plants u 336 miles of gravity sewer u 6,400 manholes u 85 lift stations u 56 miles of force main u 29 employees

JSA Consent Judgment with State u Consent Judgment Addresses u Combined Sewer Overflows (CSOs) u Sanitary Sewer Overflows (SSOs) u Other CSO utilities u 17 total in Kentucky u 772 CSO communities in the United States Negotiated Consent Judgment Sept. 5, 2007 Consent Judgment with State Signed Dec. 24, 2007 Administrative Order from EPA Ongoing Activities, as Required

Major Requirements of the Consent Judgment u Early Action Plan u Nine Minimum Controls Compliance u Capacity, Management, Operations, and Maintenance Self Assessment u Sanitary Sewer Overflow Response Protocol u Capital Improvements Project List u Sanitary Sewer Overflow Plan (SSOP) u Long Term Control Plan (LTCP)

u All work completed by June 2010 u Projects: u Separate System Interceptor Work u WWTP Upgrades u Separation Projects u Rehabilitation Projects Early Action Plan: Capital Improvements Projects

Sanitary Sewer Overflow Plan (SSOP) u Includes Reidland, Woodlawn, Lone Oak and portions of Paducah that drain into Perkins Creek Pump Station u Submitted March 5, 2010 u Consent Judgment specifies two timetables u 8 years from Sept. 5, 2007 to remediate known SSOs u 8 years from discovery to remediate unknown recurring SSOs

Long Term Control Plan (LTCP) u Combined Sewer System u Requirements u Public Participation Process u Consider Sensitive Areas u Water Quality u Range of alternatives under consideration u Submitted September 2010

Combined Sewer Overflow Locations

Experience and Benefits u Provides focus for the organization u CMOM can give you guidelines for how you will be graded u Educates your board and local government on what your priority is supposed to be

Paducah McCracken County Joint Sewer Agency – CMOM Review 2008 u Formed in 1999 u New Director in 2008, former Eng. Dir. since 2005 u Three of four supervisors began late 2007 thru early 2009 u Engineering Director new in mid-2008 u Finance Director new in 2004

Capacity, Management, Operations and Maintenance (CMOM) u EPA Region 4 Initiative u Guide can be found at project/ on the right is a link for CMOM program guide project/

CMOM Purpose Implement or review information management techniques to: u Better manage, operate, and maintain collection systems u Investigate capacity constrained areas of the collection system u Proactively prevent SSOs u Respond to SSO events

Main Sections u Collection System Management u Collection System Operation u Equipment and Collection System Maintenance u Sewer System Capacity Evaluation – Testing and Inspection u Sewer System Rehabilitation

Documents to Review u Org Charts/Staffing Plans u Job Description u Sewer Use Ordinance u Overall Map of System u Budget u Performance Measures u CIP plan u Flow Records u Safety Manual u Emergency Response Plan u Mgmt Policies u Detailed Maps u Work Order Mgmt System u O&M Manuals u Vehicle Maint Records u Procurement Process u Training Plan u Work Schedules u Complaint Log u Rate Ordinance u Financial Report u As-built plans u DMR’s

Two of the Major Keys to CMOM u Digital Mapping u Information Management System Paducah McCracken JSA utilizes: u ESRI based mapping u George Butler Series (public works type software, now named Lucity)

Mapping Is Key For Success u Mapping assigns unique numbers to manholes and establishes a data dictionary u Basis for how you track cleaning and TV inspection u Can be the basis for how you track where you work within the collection system u Basis for how you perform and track smoke testing u Can work with your work order software u Can be the basis for rehabilitation

Computerized Work Order System – George Butler Series (now Lucity) u SSO Notification and Tracking u Equipment Database u Vehicle Database u Pump Station and Pump Database u FOG Program u Work Orders u Preventive and Predictive Maintenance Program

JSA Preventive Maintenance Program u JSA has ~225 preventive work order templates detailing activities from weekly to every four years u Each template generates a work order in the system which involves from 1 to 40 assets u Each asset is inventoried in the system, the work history for each asset is updated automatically when the work order is closed u Work orders related to our collection system can be shown in ESRI mapping

Predictive Maintenance for JSA – Need for Pump Station Telemetry u JSA has 85 pump stations u Prior to 2007, no systematic telemetry in place u Relied on weekly visits and call-ins from local residents u Tracked hours on a log sheet u Amps and drawdowns performed no more frequent than semi- annually u JSA was implementing telemetry installation during CMOM review

Telemetry – What we chose u Cellular based telemetry u Call and alerts u Log-in from internet to check status u Pump hours u Performs drawdowns u Reports inflow u Checks for power, high-water, etc. u Added amp draws and rain gauges u Backup controller for the pump station u Battery backup

Why we chose the type u No additional personnel u Inexpensive - $330K 10 year estimate u Tested two brands – then bid. Reduced the offer price substantially. u We don’t have to manipulate screens, no programming u We have real-time fiber on six largest stations, availability is limited within collection system

Telemetry Benefits u Greatly increases response times u Gives you great historical data – we can track which stations have problems for what type of rain events u Check amperages instantly, actually monitored u Check pump run times and see trends u Check drawdowns and see trends u All of this hits goals in CMOM and reduces your chances of equipment failure and SSO’s

Collection System Goals u JSA created models of both the combined sewer system and separate sanitary system during the development of SSOP and LTCP. JSA is to update these models and keep them current based on projects performed. u Sewer System Testing – Performance Goals Established for manhole inspection (10%), smoke testing (10%) and CCTV (10%) u Performance goal established for rehabilitation for 1% to 2% of collection system per year

Sewer Cleaning u JSA identified a goal of 10% of system to be cleaned annually u Equates to ~180,000 lf per year u JSA owns one vactor truck – we use it for cleaning, hydro-excavating, calls, etc. u JSA owns one camera truck – same use applies u Determined the need to subcontract for additional cleaning

Sewer Cleaning Subcontract u Use mapping as basis u Subcontractor is to be PACP certified u Costs for video inspection and cleaning range from $1.10/lf to $1.50/lf u Subcontracts range from 80,000 lf to 120,000 lf u Use PACP scores to aid in ranking for Rehabilitation contract

Rehabilitation Contract u JSA identified goal of performing 1 – 2% rehabilitation per year u For JSA, that is between approx. 17,750 to 35,500 linear feet of sewer rehabilitation and 60 to 120 manholes per year u In 2011, JSA performed 50,399 (2.8%) linear of sewer line rehabilitation (CIPP) at a cost of $34/ft (includes service repairs). In 2010, JSA performed 32,478 (1.8%) linear feet of CIPP at total cost of $37.50/ft. u Total, JSA has performed 179,000 lf of CIPP which comprises 10% of system since 2006.

CIPP Lines in JSA Collection System

Capital Expenditures $24M

Responsibility/Accountability u Adhere to Kentucky Model Procurement Code u Adhere to KY Auditor of Public Accounts – Recommendations for Public and Nonprofit Boards u Review Audits of other utilities 1. Sanitation District Number 1 – Covington 2. Louisville MSD u Ensure that we comply as best we can to consistent findings/requirements from the State Auditor
