WMO Education and Training issues arising from the 24 th session of the EC Panel of Experts on ETR Education and Training

Replacement to 4 th ed of WMO 258 A new series of Training Publications Classifications & Qualifications Trainer competencies Domain specific Competencies – aviation Marine ….

WMO EC-LXI proposed Congress amend the definition of “Meteorologist”..to read: “Meteorologist – a person who holds a university-level degree or equivalent level of professional qualifications; who has acquired an appropriate level of knowledge of mathematics, physics, chemistry and computer science, and has completed the Basic Instruction Package for Meteorologists (BIP-M). The level of requisite academic qualifications shall be defined at the national level by Permanent Representatives with the WMO in consultation with the appropriate governing bodies”; Education and Training

WMO EC Panel considered implementation issues and recommended Council revise the definition to “Meteorologist – a person who has successfully completed the Basic Instruction Package for Meteorologists (BIP-M) requirements”. ‘The recommended way for addressing the requisite topics is through the completion of a degree in mathematics or a physical science although responsibility for defining the national or regional level of requisite academic qualification will ultimately lie with the Members concerned.’ Education and Training

WMO EC Panel Task Force has since commenced work on the replacement for the 4 th ed. of WMO Publication 258. the task force will suggest the replacement of Basic Instruction Package –Meteorology and Basic Instruction Package – Meteorological Technician Possibly with Meteorologist Qualification (MQ) or Meteorologist Qualification Standards and Meteorological Technician Qualification (MTQ) or Meteorological Technician Qualification Standards Be ware of acroynms that could cause confusion with QMS and QMF Council could take note of this in the wording of the resolution Education and Training

New Paradigm Basic Instruction Package – Meteorology Qualifies someone as a WMO Meteorologist Foundation forecasting course to be designed by a CBS ET in conjunction ETR Aeronautical Met Marine Met Severe Wx Met Tropical Cyclone Met Public Wx Met Specialist meteorologist with forecasting role

Next steps Paper to CBS Ext in November asking CBS to create working group to review and extend the existing competencies and education and training requirements for analysis, diagnosis and forecasting. The satellite material VLMG has created will go into this.
