 1 Turkish Approach and Observations: Humanitarian assistance to conflict- affected countries Dr. Hasan Ulusoy Ambassador, Director General

 Humanitarian crises caused/triggered by conflicts bring about serious impacts not only in the country of origin, but also in its neighbors.  Turkish experience in humanitarian crisis affecting the neighbors: Helping Syrians fleeing from Syria  Turkish experience in humanitarian crisis affecting the country of origin : Assisting Somalia

 Turkish Humanitarian Diplomacy to assist Somalia  First Embassy resident in Somalia, 2011  Joint Strategy  Multi-stake holders process  Conduct of operations for humanitarian, development and stabilization efforts in a synchronized manner  Integrated approach involving inter- operability among various national stake- holders

 Development and humanitarian assistance provided by Turkey - 1  During the famine, only in 2011; following the visit of Turkish Prime Minister - 22,128 tons of humanitarian relief aid delivered with 16 Cargo planes and 8 ships, - Patients airlifted to Turkey for emergency medical treatment, - 2 field hospitals established in Mogadishu (70,786 Somalis treated )  Later to date: - Running by Turkish red crescent the Mogadishu camp in which about 20,000 internally displaced people live, - Hot meals daily provided by Turkish red crescent for 15,000 Somalis in 35 orphanages and 9 hospitals  Access to water: - Several water boreholes in various parts of the country dug by TİKA - Several water distribution systems constructed by TİKA

 Development and humanitarian assistance provided by Turkey - 2  Health: - Turkish-Somali Hospital of a 200 in-patient capacity constructed - A nursing school constructed next to the Turkish-Somali hospital tons of medicines and medical equipment and 5 ambulances delivered - Turkish NGOs are also operating 2 hospitals in Mogadishu  Education: higher and tertiary education scholarships provided by the Turkish state - Orphanages renovated and schools constructed by Turkish NGOs - TIKA donated hundreds computers to 9 universities; furnished and renovated orphanages constructed a youth center, furnished an IT lab for an orphanage, constructed schools.  Capacity Building - Public personnel and farmers trained - public institutions rehabilitated and furnished

 Development and humanitarian assistance provided by Turkey - 3  Urban Infrastructure: - Istanbul Metropolitan Municipality provided various heavy urban machineries including garbage collection trucks, constructed waste collection sites and a rock crushing site; constructed several kms of unpaved urban road; constructed a concrete plant to provide concrete pipes and urban furniture; - TIKA provided garbage collection trucks; rehabilitating main roads of Mogadishu, tarmac paving, waste water canals and setting up of solar street lights along the roads; renovates various football and basketball fields; - Mogadishu airport rehabilitated - Assisted by Turkish agencies, Mogadishu’s local government manages the waste collection and cleaning;

 Turkish model: joint use of humanitarian and development assistance programs in an integrated manner  Cost-effective for donors  Useful for recipients to become resilient  Result: win-win approach

 General observations regarding the efficiency of present global humanitarian system  Need to develop new models for better coordination on the ground to work together among UN Agencies and between them, donors and recipients Key words for success: interoperability, joint strategy, integrated approach  Need for sufficient (global ?) funding to act fast and efficient Key words for success: predictability and sustainability
