Training and professional preparation fundamentals in the Slovak Republic Training and preparation for the labour market is governed by the Lifelong Learning Act no. 568/2009 (amended several times) Lifelong education school education (formal) further education (informal) Further education enables to acquire partial or full qualification or renew, improve or deepen the qualification acquired in school education An individual cannot acquire a higher level of education by being successful (acquiring a certificate) at the further education 2

Responsibility and competencies in the area of training and professional preparation 5 Ministry of Labour, Social Affairs and Family legislatively determines employment services including training and preparation for the labour market Central Office of Labour, Social Affairs and Family Offices of Labour, Social Affairs and Family (46) provide - evidence of the unemployed looking for an employment - assisting with finding suitable employment ⇒ manages, controls and directs Offices of Labour, Sociall Affairs and Family in the area of providing employment services - providing advisory services - trainings and preparation for the labour market

Responsibility and competencies in the area of training and professional preparation 6 Legislation framework of providing active measures on the labour market (training and preparation for the labour market) Employment Services Act No. 5/2004 Training and preparation for the labour market in the Employment Services Act theoretical and practical preparation that enables the candidate to acquire new professional skills and practical experience in order to apply for a suitable work or to maintain his/her current position.

Responsibility and competencies in the area of training and professional preparation 7 Placing candidates into training and preparation for the labour market ⇢ Office of Labour, Social Affairs and Family decides ⇢ concludes an agreement regarding providing tuition-free training and preparation for the labour market During training and preparation for the labour market – reimbursment of travel, meals and accomodation expenses pre-school children care allowance finance benefit of life subsistence minimum, if training › 1 month

Cooperation of the public employment services and professional training providers 10 Training and preparation for the labour market is ensured by offices of labour, social affairs and family through external suppliers – selection through legislatively stated procurement System of procurement– 1 of the main reasons of significant decrease of implementing the training and preparation for the labour market centralisation – slows the selection of the external suppliers as well as training (only 20% of training activities is provided by offices of labour, social affairs and family individually) Centralisation in national legislation – providing highest possible transparency and elimination of local clientelism ⇢ it is problematic to acheive successful central selection of external suppliers so that all regional requirements and conditions would be followed

System of recognition of training and education certificates 11 Further education – does not lead to acquiring certificate nor qualification, does not significantly improve position at the labour market external subjects must acquire so called acreditation = state verification of capability of external supplier that it can execute a training programme by the conditions laid by the legislative conditions After finishing training ⇢ acquiring certificate- lower acceptation from employers, are not equivalent to to indenture that is considered to be a document of graduation from particular area

Individual advisory for professional training and re-qualifications 12 individual advisory services creating accordance between the candidate’s personal assumptions and the requirements for a particular job finding personal assumptions,skills, and evaluating his/her competencies developing action plan to support employment application diagnosis and recognition of obstacles to enter labour market, by creating candidate’s personal profile in order to determine activites, measures and services necessary for his/her integration to labour market SUMMARY ⇢ TRAINING AND PREPARATION FOR LABOUR MARKET

Procedure before training and preparation for labour market 14 Candidate fills out application for training and preparation for labour market If he/she meets and Office of Labour, Social Affairs and Family organizes training and preparation for the labour market ⇢ they conclude an agreement about tuition – free training and preparation for the labour market In case candidate terminates his/her participation at the training and preparation for the labour market ⇢ he/she is obliged to reimburse the funds spent on his/her training
