Low activity rate High unemployment rate (specifically among young people) Relatively low employment rate Long-term unemployment Existing of informal employment Low mobility and flexibility on the labour market Low qualification structure of the unemployed, lack of working experience and skills Mismatch between the supply and demand on the labour market

8 Annual Operational Plan for Active Employment Programs and Measures and Services on the Labor Market
 Two types of programs and measures: - Linked directly to employment (trainings on a demand of a specific employer, self-employment, subsidizes…) - Support employability (trainings for general skills, trainings for skills demanded on the labour market, internship,….) * 30% of all participants in the active employment programs and measures is envisaged to be young people up to 29 years of age

9 Self-employment (entrepreneurship)
Goal: Support for the unemployed to start their own business Target group: 1176 people Description: Participation in the program will be carried out in accordance with the successfully completed training for entrepreneurship and entrepreneurial skills, successfully completed questionnaire, developed business plan-positively evaluated by an expert commission.

10 Internship Goal: To increase the employment possibilities of young people and their easier integration on the labour market Target group: 1088 unemployed young people up to the age of 29 and unemployed up to 34 years of age with a minimum of secondary education Description: Support in acquiring certain knowledge and skills for young people without any previous working experience, practicing for private employers in a period of 3 to 6 months Financial support: 9000 denars (150 EUR) monthly for the interns

11 Trainings in 2018 Тhe trainings aim to improve the skills and qualifications of the unemployed persons for their more successful integration into the labor market On the job training on a demand of a specific employer, Training for professional qualifications according to employers' demand, Training for demanded occupations and crafts Training for acquirement of skills

12 On the job training on a demand of a specific employer
Goal: To provide unemployed people skills in accordance with the needs of a specific employer Target group: 100 unemployed people Description: Training in a period of 3 months in the employers’ premises. After the completion of the training, the employer is obliged to employ at least 50% of the trainees. Financial support: 9000 denars (150 EUR) monthly for the trainees 3000 denars (50 EUR) lump sum for employer per trainee

13 Training for professional qualifications according to employers' demand
Goal: To provide training for professional qualifications according to the needs of the employers Target group: 100 unemployed people Description: Training in a period of 2-6 months in the premises of the training providers (vocational education centers/schools and other providers which have verified programs for training). The employer is obliged to employ at least 50% of the trainees. Financial support: 9000 denars (150 EUR) monthly for the trainees 30000 denars (500 EUR) lump sum for the training provider per trainee

14 Training for demanded occupations and crafts
Goal: To provide training for demanded occupations and crafts, personal assistance for disabled people, qualifications for “green jobs” … Target group: 400 unemployed people Description: Training in a period of 4 months (out of which 3 months in the premises of the training provider and 1 month in the employers’ premises). Training providers have to have programs verified by Center for Adult Education. Financial support: 9000 denars (150 EUR) monthly for the trainees 30000 denars (500 EUR) lump sum for the training provider per trainee

15 Training for acquirement of skills
Goal: To provide training for certain skills on a basic and advanced level, regarding IT skills, foreign languages … Target group: 850 unemployed people Description: Certified training in a period of up to 6 months, depending on the type of training
