Food and Nutrition Security - a Growing Challenge Urgency & complexity: Compounded effects of population growth, urbanization, migration, resource scarcity and climate change - affect the entire food chain (EU & world) Globally, 3.5 billion people are malnourished, yet ~ 2 billion people are overweight - ‘double burden’ of malnutrition Globally to feed 9 billion by 2050 need to increase production by + 60%, yet 1/3 of the food we produce is wasted Increasing global demand for meat & animal products, which is not sustainable 2 Food 2030

Food systems approach Food includes edible products deriving from land or inland and marine waters destined for human consumption or animal feed + impacts: feeding the world and providing jobs & livelihoods - impact: GhG emissions; land, soil & water degradation, environmental stress, waste Ensuring Food and Nutrition Security (FNS) requires a sustainable food systems approach ‘Food systems’ include the entire 'value chain' from inputs, to primary production (agriculture, aquaculture & fisheries), harvesting, storage, processing, packaging, distribution, waste streams, to consumer intake – and back! It goes beyond the production of sufficient food for all, but also responds to the need to provide safe and nutritious food for healthy and sustainable diets 3 Food 2030

Food value chain Employs 1/5 of the workforce : 48 million people from 'farm to fork' 11 M farm holdings, 0.3 M food & drink companies (99% SMEs) 1.3 M wholesalers & retailers 1.4 M service companies 6% of Europe's GDP 7% of extra-EU trade is in agri-food products Food industry Biggest manufacturing sector (14% of turnover) But: 4 This presentation shall neither be binding nor construed as constituting commitment by the European Commission. Improving the Impact of R&I FNS is a growing challenge, and R&I is key to finding solutions to feeding the planet in a changing world. However, the current EU FNS R&I landscape is: - Fragmented and lacks policy coherence - Underinvested given the challenges lying ahead - Suffering from an innovation gap, and low speed of market/societal/policy take-up - Lacking cohesion & investment at industrial level to meet future needs - Lacking a whole food system approach - Not sufficiently capitalizing on the emerging trends and advances in how we can do better science and innovation Proposal for a new policy framework (Food 2030) for more impactful EU R&I for FNS 5 Food 2030

Food Our Vision Our vision is resilient food systems providing sustainable, accessible, healthy food and diets for all How do we get there? Food 2030 is a policy framework to better structure, connect and scale-up European Research and Innovation for Food and Nutrition Security, in a global context 6 Food 2030

Policy coherence with related EU initiatives Bioeconomy Strategy (FOOD 2030 as ‘food pillar’) Agricultural R&I Strategy Blue growth Strategy R&I Strategy for Development Cooperation Circular economy package (link to FOOD 2030 for sustainability across entire food chain, sustainable production and consumption, food waste, nutrients and fertilizers, etc) Etc…and will deliver on key international policies: SDGs, COP21, etc… 7 Food 2030

The FOOD 2030 Overarching Priorities FOOD 2030 will structure R&I systems to better contribute to four overarching FNS priorities: 1. Reducing hunger & malnutrition, addressing food safety and diet-related illnesses, and helping citizens adopt sustainable diets and healthy lives 2. Building a climate and global change-resilient primary production system 3. Implementing sustainability and circular economy principles across the whole food system 4. Boosting innovation and investment, while empowering communities 8 Food 2030

Connecting with regions Boosting regional (and local) innovation Fostering synergies between different EU funding instruments Working more closely with place-based actors and regions Mobilizing policy support for increased private sector investment by engaging and partnering with FNS industry and other funders Stimulating innovative and responsible investments, new industries and business models Facilitating linkages between relevant initiatives 9 Food 2030

Why to invest in EU agri-food ? 85 EU regions have 'agri-food' as key investment area under smart specialisation Aim: to facilitate an open process for interregional collaboration on business driven investment in agri foods, for agreed innovation themes - Exploiting and improving synergies and complementarities - Avoiding duplication and fragmentation - Increasing critical mass - Allowing EU regions to strengthen their position in international value chains Collaboration DG REGIO, DG AGRI, DG JRC (S3 platform) and DG RTD Co-creating the Platform Agri-food 11 Connecting with regions - Platform
