April 2016 In December 2015 the Department of Health announced a 6% reduction to the Community pharmacy Global Sum to be implemented from October Pharmacy Voice believes patient care and safety will suffer if the cuts are implemented as proposed with long term damage to the nation’s health and wellbeing The current set of proposals will not deliver the outcomes that the Government is demanding as they are ill-conceived and inconsistent ABOUT THE PROPOSED FUNDING CUTS Slide 2 of 11

April 2016 Slide 4 of 11 Community pharmacy is an ambitious, entrepreneurial and innovative sector at the heart of every city, town and village in the country and is ready for change BUT change for community pharmacy must occur in the right way, for the right reasons and guarantee improvement for patient experience and outcomes Change must start with a shared vision of the future for community pharmacy as a fully integrated part of the NHS and safeguard the essential service provided by dedicated and highly trained pharmacy teams across England THE NEED FOR A CONSTRUCTIVE AND FORWARD- LOOKING APPROACH

April 2016 Develop a clear, funded plan for integrating community pharmacy into urgent care networks and services within the next 6 months OUR RECOMMENDATION FOR A PLANNED AND COORDINATED APPROACH Nationwide delivery of: Minor ailments schemes Integration into NHS111 E-repeat dispensing Pharmacy care plans to support better use of medicines Ensure the Pharmacy Integration Fund supports community pharmacy development and integration, including investing in new models of pharmacy-based care Slide 5 of 11

April 2016 Slide 6 of Stop the planned disinvestment in community pharmacy in 2016/17 2. Agree a sustainable long-term settlement with the sector 3. Invest in service transformation in the same way as for other parts of the NHS 4. Put in place a joint, coordinated approach to planning investment and implementing change in partnership with national community pharmacy bodies 5. Deliver the reforms required across the whole system, and in legislation, to enable community pharmacy to play its full role 5 ASKS We need firm commitment and action from Government and the NHS for pharmacy teams to make their contribution

April Manage local commissioning of community pharmacy services effectively 2.Enforce the use of the Electronic Prescription Service (EPS) and electronic repeat dispensing in general practice 3.Encourage investment from Public Health England and Local Government in public health services offered by community pharmacy 4.Enable full read/write access to shared care records for community pharmacy teams 5.Allow original pack dispensing 6.Allow community pharmacy professionals to deliver advanced services outside the pharmacy 7.Allow generic substitution 8.Remove bureaucratic burdens of administering prescription charges 9.Stamp out prescription direction WHAT WE NEED FROM THE NHS AND THE DEPARTMENT OF HEALTH Slide 7 of 11

April 2016 Clear, funded projects, ideally as part of a national plan, for integrating community pharmacy into urgent care networks and services A national programme of work on medicines optimisation in community pharmacy Investment in innovative new models of community pharmacy-based care and public health delivery (community pharmacy ‘vanguard’ programme) Sector-led improvement programme Slide 8 of 11 PHARMACY INTEGRATION FUND

April 2016 Principles - the PhIF should: be targeted at activities that facilitate the integration of community pharmacy into wider NHS systems and programmes be used to support new developments and not as an alternative or additional funding mechanism for existing programmes that have their own separate funding routes include some investment in evaluation, with the community pharmacy sector fully involved in the design and oversight of any evaluation work NHS England should commit to facilitating meaningful partnerships between community pharmacy and other organisations The PhIF must be invested strategically, in line with an agreed future vision and a plan for achieving it, with decision-making informed by those with greatest insight into how this can be delivered Slide 9 of 11 PHARMACY INTEGRATION FUND

April 2016 Slide 10 of 11 THE FORWARD VIEW FOR COMMUNITY PHARMACY Joint work with PSNC and other partners to demonstrate that: national community pharmacy bodies understand the Government’s, public’s and patients’ aspirations for health and care and have a clear, shared vision for how their sector can help ensure these are met the sector has credible and constructive ideas for how to achieve this over the medium-long term, while improving quality and efficiency in the short term and maintaining a thriving CP network that continues to generate wider economic and social value sector bodies and community pharmacy organisations are committed to working together, with Government and with other partners to develop and implement tangible plans for turning these ideas into reality

April 2016 Slide 11 of 11 “Our ambition is for a community based pharmacy service that works collaboratively with other primary care professionals, and that makes the most of the considerable skills and knowledge of pharmacists and the pharmacy team. It will help control costs, improving the effectiveness of prescribing through optimising the use of medicines and preventing ill health, benefitting the public, patients and the NHS alike.” Pharmacy Voice Blueprint
