Public health practitioners. Specialty Registrars while in training. Public health specialists:  Generalists (Standard route & RSS)  Defined specialists  Dual registrants (GMC & GDC)

A statutory scheme run by the Professional Standards Authority (PSA). To be accredited, a register must meet quality standards set by PSA. Standards are audited by PSA and the accreditation has to be renewed annually. UKPHR is an Accredited Register.

It is estimated that the core public health workforce is about 40,000 in England & Wales and 6,500 in Scotland (CfWI 2014 & 2015). Practitioners make up 95%; approximately 10,000 practitioners are not regulated. UKPHR piloted practitioner registration from 2011 with good evaluation results.

Schemes cover geographic areas. Each scheme has its own Coordinator & administrative support. Schemes recruit assessors and verifiers. UKPHR trains assessors and verifiers. Variety of funders e.g. Local Authorities, PHE, Health Education England & Universities.

Guardians of standards are:  Assessors & verifiers & verification panels  Moderators, responsible for moderation and quality assurance  UKPHR, through application process and registration approval  UKPHR and scheme coordinators, who review in regular teleconferences

UKPHR’s aim is UK-wide coverage so that all UK practitioners can register. With support from HEE’s “deep dive” study & PHE’s future workforce report? Wales is piloting recognition of Advanced Practice (public health). UKPHR is UK National Accrediting Organisation for health promotion practitioner registration.

For all registrants:  Renew annually – updating declaration.  Continuing Professional Development (differentiated for practitioners).  5-yearly re-registration/revalidation – evidence of CPD, appraisal, personal development planning & service quality (differentiated for practitioners).

 Every registrant fully demonstrates meeting the standards.  Each scheme recruits and UKPHR trains adequate numbers of assessors & verifiers and can run support activities that facilitate practitioners completing portfolios.  UKPHR has capacity to provide central support and guidance to the schemes.

 For the public – public protection  For registrants – professional development, recognition, achievement and career path  For employers and commissioners – quality assurance and quality enhancement of public health workforce  For governments – proportionate regulation
