Context … Air pollution is the number one environmental cause of premature death in the EU, responsible for ten times the toll of road traffic accidents. In 2010, it caused over 400 000 premature deaths in the EU…. PM10 daily limit value exceedances in 2010 NO2 annual limit value exceedances in 2010 ≤ limit value > limit value Source: EEA

Air Quality Directives Directive 2004/107/EC of 15 December 2004 relating to arsenic, cadmium, mercury, nickel and polycyclic aromatic hydrocarbons in ambient air Directive 2008/50/EC of 21 May 2008 on ambient air quality and cleaner air for Europe that entered into force on 11 June 2008 and Commission Implemented Decision laying down rules for Directive 2004/107/EC and 2008/50/EC as regards the reciprocal exchange of information and reporting on ambient air quality (so called IPR) – 2011/850/EU (repealed Commission Decision 461/2004) (repealed Commission Decision 224/2004) (repealed Exchange of information Decision 97/101/EC)

Air Quality Directives & INSPIRE Directive 2008/50/EC states: Recital 23: "It is necessary to adapt procedures for data provision, assessment and reporting of air quality to enable electronic means and the Internet to be used as the main tools to make information available, and so that such procedures are compatible with Directive 2007/2/EC (INSPIRE)" new reporting provisions

Air Quality Directives & INSPIRE II Article 26 Public information Member States shall ensure that the public as well as appropriate organisations such as environmental organisations, […] are informed, adequately and in good time, of the following: (a) ambient air quality in accordance with Annex XVI; […..] (d) air quality plans [….] The information shall be made available free of charge by means of any easily accessible media including the Internet or any other appropriate means of telecommunication, and shall take into account the provisions laid down in Directive 2007/2/EC. public information – taking into account the provisions of INSPIRE

INSPIRE compliant AQ reporting Preparation of the new Implementing Provision for Reporting: AQ Experts, IT experts An INSPIRE expert was in the lead of the team preparing the xml schemata, dataflows etc Intensive consultation with the Member States during the Ambient Air Quality Expert Group/ Committee

INSPIRE compliant AQ reporting II IPR adopted in 2011 and from 1 January 2014 was the only way of reporting the air quality data established an IPR pilot group to support transition to the new system: develop a common understanding of reporting under AQ Directives promote reporting of up-to-date data actively support development of tool and routines for e-reporting and provide assistance to other MS including those not participating in the pilot group ensure timely and transparent communication and cooperation with the Air Quality Committee etc

INSPIRE compliant AQ reporting III EEA together with the IPR pilot group had 2 years to prepare and make things work: testing of a common model and a XML-schema for air quality data to be used by all MSs ensure the schema is INSPIRE compliant Joint project DG ENV, DG JRC and EEA- Inspire Air Quality Collaborate on developing tools and services to support MSs transition to the new e-reporting system Challenges in relation with INSPIRE: different dates between the IPR and the implementation of the INSPIRE roadmap
