INTRODUCTION   Mr Irion who is chairperson of Cradock and Ms Golifili, chairperson from Mthatha will be representing the Eastern Cape Region BRIEF REGIONAL OVERVIEW   The Region has eight ( 8 ) Financed Parole boards.   Presently there are six ( 6 ) parole boards functioning actively.   Vacancies: 1 Lusikisiki Chairperson 1 pending investigation/Sada Chairperson   Total Sentenced Offenders in the Eastern Cape:14381

METHODOLOGY: FUNCTIONING OF CSPB   Cradock Management Area:   The CSPB visit each center once (1) per month based on the caseload.   One week is spent in each Correctional Center namely: Cradock,Somerset-East, Graaff-Reinett, Middelburg and Burgersdorp.   All relevant role players are informed timeously who serve on the board.   The Case Management Committees prepares all the administrative work and ensure that the offenders sentence plans, assessments, and re-integration requirements are met   Community members present at the meeting gives meaningful inputs on the offender to formulate a recommendation were a decision in respect of placement/ release is taken.   Only one offender appears before the CSPB.   The complainant/victim/relative maybe present at the hearing related to the specific offender. They do not have a vote and address the meeting when asked

CHALLENGES AND SOLUTIONS   1.PHYSICAL STRUCTURE:   1.1.No permanent Offices for CSPB.   Tenders have already been invited for erection of CSPB offices in the Eastern Cape.   2.PHYSICAL RESOURCES:   2.1.Transport for the Parole Boards.   This is a Regional Challenge and has been discussed at Regional Level. Area Commissioners assist where they can otherwise the chairpersons are allowed to use their own transport and claim for kilometers travelled.

CHALLENGES (continued) 3. STAFFING CHALLENGES: 3.1Vacancies in CSPB Restructuring of CSPB:Vice –Chairpersons (posts already advertised) 3.2. Lack of OffenderAppointment of ODS is taking Development staffplace. However it is a challenge as people do not want to go to the rural area (scarce skills/rural allowances are now being paid. 4 SAFETY OF CSPB MEMBERS : Security Devices to be made available for CSPB

CHALLENGES (continued) 5.RESTORATIVE JUSTICE:   Plans in place for full implementation of Restorative Justice.   Victim empowerment to be well marketed. 6.FUNCTIONING OF CMC:Posts to be filled.   CMC members to be trained.   Creation of synergy amongst   CMC members and CSPB

SOCIETAL RESPONSIBILITY   Marketing of CSPB and DCS Policy to the communities by having Imbizos and work sessions,   Regular interaction with external stakeholders to seek developmental opportunities for the offenders and parolees and thereby contributing towards responsible citizens   Active Participation of support structures are critical.   Active Involvement with the families so that they contribute to the offenders Rehabilitation Path   Have Preventative Programmes in the community in collaboration with NGO’s, CBOs and the Religious Fraternity to address Recidivism.   Regular meetings with Cluster Departments to enhance the mission and vision of the department.   Market Parole Board Policy to the Community.

BEST PRACTICES   Involvement of relevant stakeholders e.g. SAPS and Justice.   Involvement of the Family and Friends in the Offender Rehabilitation Path. Support System is critical towards the successful re-integration.Evident in places like Kirkwwod, St Albans and Cradock.   Victim Empowerment is encouraged eg: St Albans.   Involvement of NGO’s, CBO’s and Religious Fraternity important.   Active involvement of all role players in the CSPB process   CMC’s fully functional in areas such as St Albans, Kirkwood, Cradock and East London.   Marketing of CSPB Policy to communities.   Run Preventative Programmes in collaboration with NGO’s and CBO’s   Market alternative sentences to Justice eg.: St Alabans is standing out in the Region
