To get rid of these agents on the sidewalk and in the front of Home Affairs offices, the South African Police Services and Metro Police are called in if necessary. CHALLENGES Due to the shortage of staff to render a service at the counters, and heavy workload, the morale of the officials are on average low. To address this phenomenon, the appointment of more staff should receive priority. With regard to the agents operating on the sidewalks and in the front of Home Affairs Offices, there is not much success due to the fact that within 15 minutes after the police have chased them away, they are back in business.

Mobile units are still operational with Social Development and Municipalities as partners for birth registrations, applications for identity document and distribution Community and Traditional leaders plus all relevant stakeholders are requested to assist Monthly itineraries are prepared at Local Steering Committees Three Hospitals have been identified by the MEC for Health for online birth registration, SS Gida in Keiskammahoek, Settlers in Grahamstown and Saint Elizabeth in Lusikisiki CHALLENGES About uncollected ID books are still filed at offices Outreach to remote rural areas is difficult as there is a shortage of manpower and vehicles for the Permanent Citizen Registration Campaign(N.B.
