The Riga Forum Investment in the Baltic metropolitan regions  320 participants from 19 countries: investors, financial institutions, real estate companies, entrepreneurs, state and municipal employees, media representatives of the Baltic Sea Region  The Riga Forum outlines the importance of a collaborative approach to investment, as described in the BaltMet Invest report Towards a Coordinated Investment Strategy for Riga, Tallinn and Vilnius

Towards a Coordinated Investment Strategy for Riga, Tallinn and Vilnius A cooperative strategy for investment attraction 1.The Baltic Region becomes as a common area for attracting foreign direct investment. Activities Pool common marketing resources from Scandinavia, Northern Europe, CIS to promote a single Baltic region as an investment target. Coordinate investment procedures in all the capitals, indicating that Baltic Countries as a common investment target region. Form a common Baltic capitals investment agency that would be accessible, free-of-charge for all investors (e.g.via internet portal). Ensure exchange of information between municipalities, supply information to investors not only about the particular city and procedures, but also about the other Baltmet Cities.

Activities All forms of mutual learning between three cities (regular seminars). Common workshops to share experience, facilitate the cooperation via personal contacts of municipality employees. Workshops to exchange expertise, inviting other peer cities to learn from it or organizing a common study trip to that city. Organizing a competition for the best innovation in municipal administration (e.g.management of building permits). Joint work on technical issues requiring specialized knowledge.

Activities Improve external accessibility to the region by air transport, including intercontinental flights. Improve accessibility by sea transport, particularly for cargo purposes. Improve internal accessibility by high speed inter-city rail connection between Tallinn, Riga, Vilnius. Ensure cooperation for infrastructure development – cooperation projects in public transport, road construction, airport accessibility. Ensure easy availability of road and transport information, including maps, information centres and road signs. Improve infrastructure and transport that is used for leisure, tourism purposes, particularly cruise ferries, camping facilities.

Areas of activity Labour market expansion by offering better commuting possibilities. Attraction of highly qualified workforce internationally via easier work permits and lodging facilities. Higher labour productivity via higher quality education and training.

Areas of activity Exploit the capacity of universities for innovation and knowledge-based industries. Attraction of foot-loose industries such as international conferences and fairs. Cooperation in tourism industry offering Baltic-wide packages and offering cultural diversity.
