CDA ANNUAL REPORT FOR THE PERIOD 2012/2013 CAPE TOWN 29 OCTOBER

PURPOSE To present the Central Drug Authority Annual Report 2012/2013 to the Portfolio Committee on Social Development 2

OUTLINE OF THECDA ANNUAL REOPRT Role, membership and functions of the CDA; Substance abuse trends in South Africa; CDA targets for combating substance abuse Summary of progress and targets achieved for period 2012/2013. Challenges Recommendations. 3

FUNCTIONS OF CDA The CDA is a non-implementing body; Oversee and monitor implementation of the NDMP; Facilitate and encourage coordination of strategy projects; Facilitate rationalisation of existing resources and monitor their effective use ; 4

FUNCTIONS OF CDA Ensure government and provincial departments and LDAC compile plans to address substance abuse in line with the NDMP; Advise government on policies and programmes in the field of substance abuse and drug trafficking; and Organise a biennial summit on substance abuse. 5

SUBSTANCE ABUSE TRENDS IN SOUTH AFRICA Cannabis Between 11,2% and 50,2% Cocaine Between 1,9% and 20,1% Heroin Between 0,3% and 29,5%. Between 6%, and16% reported that they injected 6

SUBSTANCE ABUSE TRENDS IN SOUTH AFRICA Heroin Higher use is a result of the use of "sugars" or nyaope. ATS Between 0,1% and 40,6% Result of use of tik OTC and prescription medication Between 0,1% and 12,3% 7

TARGETS FOR 2012/2013 Ensure approval of reviewed NDMP ; Improve access to information, interventions and treatment; Reduce demand for and supply of illicit substances of abuse; Reduce harm associated with substance abuse; 8

TARGETS FOR 2012/2013 Reduce social ills associated with substance abuse; Conduct a national household survey on substance use/abuse; Strengthen capacity of CDA’s support structures with regard to the implementation of NDMP 2013–

SUMMARY OF ACHIEVEMENTS Evaluated success of NDMP 2006–2011; Developed, consulted, and submitted final draft of NDMP 2013–2017. Maintained 9 PSAFs and established 231 LDACs; Made contributions to development of Regulations to Act 70 of 2008 Monitored implementation of resolutions of 2 nd Biennial Anti-Substance Abuse Summit Developed 10

SUMMARY OF ACHIEVEMENTS Resource Directory made available to relevant stakeholders; Partnered with UNODC and University of South Africa (UNISA) to launch World Drug Report in 2012; and Prepared a Handover Report for third CDA. Limpopo, Mpumalanga, Northern Cape and Free State province were capacitated to implement the anti-substance abuse programme of action. 11

SUMMARY OF ACHIEVEMENTS The Prevention and Treatment of Substance Abuse Act (No.70 of 2008) promulgated; Treatment model approved and built capacity to enhance implementation; Contributed to National Strategy for the Prevention and Management of Alcohol and Drug Use amongst Learners in Schools; Contributed to advocacy material for Learners, Educators and Parents; Contributed to have Cocoa Tea declared undesirable in terms of the Medicine and Related Substances Act, 1965; 12

SUMMARY OF ACHIEVEMENTS Investigated and pronounced on the concoction “Nyaope”; Contributed to Draft Bill on Alcohol Advertising, Sponsorship and Promotion. – DoH; Supported doping control services required in terms of international sport regulations – SAIDS; Contributed to draft detoxification guidelines - DoH. 13

CHALLENGES Substance Abuse on the rise CDA needs to be strengthened Some Departments not submitted progress reports Lack departmental understanding of mandate associated with substance abuse 14

RECOMMENDATIONS It is recommended that the Portfolio Committee: Note the Annual report 2012/2013 Support the implementation of the National Drug Master Plan 15
